On the afternoon of April 22, the Standing Committee of the Ca Mau Provincial Party Committee and the Standing Committee of the Bac Lieu Provincial Party Committee held a meeting of the Steering Committee for the Project to merge Ca Mau and Bac Lieu provinces. Comrade Lu Van Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Bac Lieu Provincial People's Council and Comrade Nguyen Ho Hai, Secretary of the Ca Mau Provincial Party Committee co-chaired the meeting.
Pursuant to Decision No. 01-QD/BCĐ dated April 17, 2025 of the Steering Committee for the Project to merge Bac Lieu and Ca Mau provinces on the establishment of the Working Group for the Project to merge Bac Lieu and Ca Mau provinces (the Working Group). Accordingly, the Working Group has developed and completed the dossier for the Project to reorganize Bac Lieu and Ca Mau provinces, and submitted it to the Steering Committee for the Project to merge Bac Lieu and Ca Mau provinces.

Regarding the current status before the arrangement, Bac Lieu province has a natural area of 2,667.88 km2; population of about 1,066,053 people. In terms of administration, Bac Lieu province has 7 administrative units at district level, including 1 Bac Lieu city, 1 Gia Rai town and 5 districts (Vinh Loi, Hoa Binh, Phuoc Long, Hong Dan, Dong Hai); there are 64 administrative units at commune level (including 49 communes, 10 wards and 5 towns).
The total product in the province (GRDP at comparable prices) in 2024 is estimated to reach: 65,625,190 billion VND, of which the agriculture, forestry and fishery sector accounts for 41.74%, industry - construction accounts for 16.84% and services account for 36.58% of GRDP. The average GRDP per capita is estimated at 70.66 million VND/year.
Ca Mau province has a natural area of 5,274.50 km2; population of about 1,540,169 people. Administratively, Ca Mau province has 9 district-level administrative units, including: 1 Ca Mau city and 8 districts (Thoi Binh, U Minh, Tran Van Thoi, Phu Tan, Cai Nuoc, Dam Doi, Nam Can, Ngoc Hien); there are 100 commune-level administrative units (including: 82 communes, 9 wards, 9 towns).
The total product in the province (GRDP at comparable prices) in 2024 will reach 48,291 billion VND; economic structure in 2024: The fishery, agriculture and forestry sector accounts for 31.9%; the industry - construction sector accounts for 28.8%; the service sector accounts for 35.3%; import tax and product tax account for 4.0%. The average GRDP per capita in 2024 will reach 72.6 million VND. The total social investment capital in 2024 will reach 26,757 billion VND.
According to the requirements and orientations, the merger of Bac Lieu province and Ca Mau province, taking the name of Ca Mau province, aims to meet the requirements of local governance in the new era of the country and the nation, in line with the general trend of the world, the construction of the "Project to arrange Bac Lieu province and Ca Mau province" is appropriate and necessary.

The project's plan is to establish Ca Mau province on the basis of merging the administrative units (ADUs) of Bac Lieu province and Ca Mau province. On the basis of parallel implementation of two tasks of arranging provincial-level administrative units and arranging grassroots-level administrative units; ensuring that after the arrangement, Ca Mau province (new) effectively organizes the implementation of the two-level government model in accordance with the Constitution (amended), the Law on Organization of Local Government (amended); promoting the potential and advantages of the two provinces in terms of land area, population size, economic growth results; supporting each other to promote the common socio-economic development of the provincial-level administrative units after the arrangement.
Bac Lieu and Ca Mau provinces have similar natural and socio-economic conditions, each province has its own advantages that can be supplemented to expand development space; there is a close connection in terms of residential communities, geographical location, and history of administrative unit formation; there is a synchronously developed road and waterway traffic system, well meeting the increasing development needs of the new province and connecting with the region.
Ca Mau City is located in the southernmost part of Vietnam, playing the role of economic - administrative center of Ca Mau peninsula, is the center of the southern sub-region of the Mekong Delta, has a particularly important position in terms of geopolitics, national defense and marine economic development, suitable to become the administrative - political center of the province after the arrangement.

The provincial administrative unit formed after the reorganization is Ca Mau province (new) with a natural area of: 7,942.38 km2 (reaching 158.85% of the standard), a population of 2,606,672 people (reaching 186.19% of the standard) and 64 affiliated administrative units (55 communes, 9 wards). The administrative - political center of Ca Mau province (new) is located at 02 Hung Vuong, Ward 5, Ca Mau city, Ca Mau province at present.
During the discussion, delegates attending the conference highly appreciated the spirit of urgency, responsibility and effectiveness of the Working Group and continued to contribute many ideas to the draft project to merge the two provinces.
Alternate member of the Party Central Committee, Standing Deputy Secretary of the Bac Lieu Provincial Party Committee Huynh Quoc Viet affirmed that the merger of the two provinces to complement each other and expand development space is appropriate and extremely necessary. This must be considered an opportunity that the new Ca Mau province must seize to promote development in conjunction with the set strategic goals to maximize the potential and outstanding, unique comparative advantages.
Alternate member of the Party Central Committee, Standing Deputy Secretary of Bac Lieu Provincial Party Committee Huynh Quoc Viet affirmed that the merger of the two provinces to complement each other and expand development space is appropriate and extremely necessary.
Chairman of Bac Lieu Provincial People's Committee Pham Van Thieu said that the proposed project basically met the requirements and contents, however, it is necessary to clarify some contents regarding the reasons for choosing the new administrative-political center. Sharing the same view, comrade Nguyen Duc Hien, Standing Deputy Secretary of Ca Mau Provincial Party Committee, said that it is necessary to emphasize that the location of the new administrative-political center of Ca Mau province clearly demonstrates the geo-economic, geo-political and infrastructure conditions of Ca Mau city.
Chairman of Bac Lieu Provincial People's Committee Pham Van Thieu said that the proposed project basically ensures the requirements and contents.
Along with that, delegates focused on a number of contents related to the project such as policies and regimes, taking care of the lives of cadres after the merger; management and supervision, preventing negative incidents and violations during the reorganization process; the issue of effectively using public assets, preventing waste after the reorganization; the issue of effectively arranging and using human resources.
Chairman of Ca Mau Provincial People's Committee Pham Thanh Ngai said: "The working group will seriously absorb the opinions of delegates at the conference, continue to complete the project to merge the two localities in accordance with regulations, ensuring requirements."

Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai suggested: “The initial project has basically met the requirements, contents and objectives set out. More than ever, the comrades participating in the project development must demonstrate spirit, responsibility, intelligence and be receptive to complete the project on schedule and achieve the best quality. All innovations and arrangements must be to build a public authority and public service force that is close to the people, understands the people and serves the people. There is a lot of work ahead, requiring cadres and party members, especially those holding positions, to set an example and make efforts to overcome difficulties to complete assigned tasks. It is necessary to determine that the merger is for the new Ca Mau province to develop faster, stronger and more sustainably. It is necessary to grasp the thoughts and aspirations of cadres, party members, civil servants and public employees and create favorable conditions for the human resources to promote their abilities and continue to contribute with peace of mind”.
Accordingly, after the conference, the Working Group will complete the comments and send them to the Standing Committee and the Provincial Party Committee Executive Committee on April 23, and by April 28 at the latest, pass them to the People's Council and continue to submit them to competent authorities according to the set schedule.
Comrade Lu Van Hung highly appreciated the efforts of the Working Group to implement the project of merging the two provinces, agreeing that the Working Group continue to absorb, refine, and complete the project to ensure progress, quality and compliance with regulations. "I request that you show great political determination and a high sense of responsibility to complete the assigned tasks related to the work of merging and preparing for Party Congresses at all levels towards the new term Congress of Ca Mau province for the 2025-2030 term in accordance with the regulations of the Central Committee.
Also on the afternoon of April 22, the Standing Committees of the Provincial Party Committees of Ca Mau and Bac Lieu provinces discussed and gave opinions on the preparation work of the Document Subcommittee of the Ca Mau Provincial Party Congress for the 2025-2030 term.
