On the morning of April 24, the Provincial People's Committee held a conference on human resource development in 2025. Attending the conference were comrades: Le Van Thanh, Deputy Minister of Home Affairs ; Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of leaders of a number of departments, branches, sectors, localities; universities, colleges, vocational education institutions (VET); investors, experts and businesses in the province.

In the first quarter of 2025, the province is estimated to have 8,590 operating enterprises, creating jobs for 251,000 workers, mainly in the fields of automobile, motorbike, electronics, textile, footwear manufacturing, etc. The number of employed workers aged 15 and over reached more than 588,000 people, an increase of 9.48 thousand people compared to the same period in 2024. The average income of workers in enterprises reached nearly 11 million VND/person/month. Labor quality has been gradually improved, the rate of trained workers reached 81%.

There are currently 29 vocational training institutions in the province. In 2024, the province will train nearly 28,000 people; the enrollment scale of vocational training institutions in 2025 will be more than 41,000 people. It is expected that in the first 6 months of 2025, enterprises in the province will recruit nearly 22,000 people and the demand for trained labor as well as high-tech human resources will increase.

Speaking at the conference, Deputy Minister of Home Affairs Le Van Thanh said that in recent years, Vinh Phuc has been one of the localities with dynamic socio -economic development, especially in the industrial and service sectors. However, the province's labor supply is still limited, the ability to meet the demand for human resources with health, skills and other skills of a part of Vinh Phuc's labor force is not high. He hopes that through the conference, vocational training institutions and enterprises will exchange and share information, agree on approaches to the labor market, and propose specific solutions to strengthen the connection between enterprises - vocational training institutions - workers.

At the conference, delegates discussed and shared experiences in vocational training and labor supply, social housing development to address housing needs for low-income earners and workers in industrial parks; advantages and difficulties in connecting businesses and labor supply units; solutions to improve the effectiveness of connecting businesses and labor supply units, etc.
Affirming that over the years, Vinh Phuc has always paid attention to leading, directing, and issuing many policies and strategies to create a legal corridor for labor market development, connecting labor supply and demand, and gradually approaching regional and international labor standards, Chairman of the Provincial People's Committee Tran Duy Dong said that along with the development of enterprises, labor issues are becoming urgent, especially in the context of the fourth industrial revolution, the profound impact of artificial intelligence technology, and increasingly fierce competition in the labor market.
Chairman of the Provincial People's Committee Tran Duy Dong emphasized that the conference on human resource development and the job fair in 2025 will create a premise for building, forming and developing a close, sustainable and effective cooperation mechanism between vocational training institutions and enterprises in training and job creation after training. This is also an opportunity for vocational training institutions and enterprises to exchange and share experiences, thereby helping State management agencies to build mechanisms, policies and appropriate solutions in connecting labor supply and demand.

To improve the efficiency of balancing labor supply and demand, increasingly fully meet the requirements and needs of human resource development, especially training high-quality human resources, new occupations, future vocational skills to serve socio-economic development and the process of economic restructuring and international integration, Chairman of the Provincial People's Committee Tran Duy Dong requested departments, branches, sectors and localities to evaluate and have comprehensive solutions to exploit and connect subjects of the labor market with diverse and sustainable connections, bringing efficiency to all parties.
Continue to implement solutions to support and assist businesses in recruiting workers to ensure both quantity and quality according to the production and business needs of businesses; create connections between businesses and vocational training institutions on human resource training to meet the recruitment needs of businesses, regularly inform employees and businesses about the recruitment needs of businesses and the job search needs of employees. Speed up the implementation of social housing projects, build and put into use trade union institutions in industrial parks and clusters.
Vocational training institutions in the area need to proactively cooperate with enterprises in introducing, training and supplying labor in accordance with needs, content and time. Enterprises need to provide information on the needs, number of workers, qualifications, training occupations and time needed to employ workers; promptly and effectively implement the commitments and memorandums that have been achieved, creating a premise to expand the scale, scope and content of future cooperation between enterprises and vocational training institutions, production enterprises and labor supply enterprises; regularly review, adjust and supplement salary policies and benefits to attract and retain workers in the context of the current competitive labor market.
Chairman of the Provincial People's Committee Tran Duy Dong assigned the Department of Home Affairs to advise the Provincial People's Committee to develop a human resource development plan, coordinate with the Department of Education and Training to fully synthesize the opinions expressed at the conference to study, absorb, and have specific solutions and activities to further promote cooperation and connection between manufacturing enterprises and labor supply enterprises, manufacturing enterprises and vocational training institutions, vocational training institutions with each other and with labor supply enterprises to better exploit existing human resources and develop high-quality human resources in accordance with the needs of employers and the demands of the labor market.
Within the framework of the conference, many meaningful and practical activities for vocational training institutions, enterprises and workers were organized such as seminars, dialogues, and solving difficulties and problems of enterprises, students, and workers in recruitment, employment and vocational training; signing memorandums of understanding, cooperation in vocational training and labor supply between enterprises and vocational training institutions; job fairs to implement consulting activities, labor supply, and vocational training for enterprises, units, students, and workers.
