On the afternoon of October 8th, Deputy Prime Minister Tran Hong Ha chaired an online conference with ministries, agencies, and localities on the implementation of the Land Law, the Housing Law, and the Real Estate Business Law.

Attending and chairing the conference at the Ninh Binh branch was Comrade Nguyen Cao Son, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee. Also present were leaders from several departments, agencies, localities, and related units.
To implement the 2024 Land Law, the Government and the Prime Minister have issued numerous directives to ministries, sectors, and localities, urging them to promptly focus on developing detailed regulations and guidelines for the implementation of the Law, disseminating information, and allocating resources to organize its implementation.
The Ministry of Natural Resources and Environment has proactively urged and guided localities to organize the implementation of the Land Law, including: requesting localities to proactively and urgently accelerate the progress of drafting and issuing detailed implementing regulations within their assigned authority; proactively performing state management tasks according to the provisions of the Land Law and guiding documents; urgently issuing economic-technical norms and product unit prices in the land sector to be applied in their localities; and establishing inter-agency inspection teams to monitor the implementation of the Land Law, the Housing Law, and the Real Estate Business Law.
With 59 provisions under the 2024 Land Law and its implementing decrees providing detailed regulations, all provincial and city People's Councils and People's Committees have focused their resources and immediately begun drafting these documents. To date, 47 out of 63 provinces and cities have issued some detailed regulations for the implementation of the Land Law. However, no locality has yet issued all the legal documents under its jurisdiction. Some localities have not yet issued any documents for implementation.
Regarding the implementation of the Housing Law and the Real Estate Business Law of 2024, the Ministry of Construction has issued numerous documents urging ministries, sectors, and localities to promptly issue detailed regulations and guidelines for the implementation of the two laws within their authority. As of October 7, 2024, 12 localities had issued detailed regulations for the Housing Law; 10 localities were submitting them to the Provincial People's Committee for consideration and issuance; and 41 localities were either drafting or submitting them for appraisal by the Department of Justice.
Speaking at the conference, Deputy Prime Minister Tran Hong Ha highly appreciated the efforts of ministries, localities, associations, and businesses in developing decrees, decisions, and circulars to put laws into practice.
Regarding some localities that have been slow in issuing implementing documents, the Deputy Prime Minister requested that these localities clarify the reasons, responsibilities, and the extent of the impact on socio-economic development in their areas. If there are difficulties, they should propose clarifications so that they can be resolved promptly.
At the conference, delegates raised difficulties and obstacles encountered in the implementation of the 2024 Land Law, including limitations in human resources, time, and experience.
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested that ministries, sectors, and localities make every effort and show the highest determination to accelerate the completion of drafting and promulgating decrees and circulars for early application and implementation in practice, no later than October 15th.
