More than 116 trillion VND for universal preschool education in the period 2026 - 2030

The rate of new solid classrooms reached 84.8%.

Continuing the meeting agenda, Minister of Education and Training Nguyen Kim Son, authorized by the Prime Minister, presented the draft Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old.

According to the Minister, every year, over 5.1 million preschool children are nurtured, cared for, andeducated at 15,256 preschools and 17,444 independent preschool education facilities; the rate of mobilizing children for nursery schools is 34.6%, the rate of mobilizing preschool children is 93.6%.

However, the Minister said that preschool education still faces many difficulties and major challenges, such as a large number of preschool children aged 3-4 years old (mainly children in disadvantaged areas and disadvantaged children) who have not had access to preschool education, creating inequality in access to education.

The Minister informed that there are nearly 300,000 preschool children who have not been to school, concentrated in difficult and extremely difficult areas, highlands, mountainous areas, border areas, islands, and places with many ethnic minorities.

In addition, according to the Minister, the conditions to ensure the quality of preschool education are still poor. Of which, the rate of solid classrooms is only 84.8%, while 0.5% are temporary classrooms and nearly 3,000 classrooms are borrowed/used.

Particularly for public kindergartens, the rate of solid classrooms reached 76.6%, localities arranged nearly 2,500 classrooms. Teachers reached 1.87 teachers/class.

From the above situation, the industry commander affirmed that the issuance of the resolution will contribute to ensuring social security, creating opportunities for preschool children in all regions of the country to access preschool education.

The draft aims to complete universal preschool education for children aged 3 to 5 years nationwide by 2030.

The Government ensures financial resources to achieve the goal of universalizing preschool education for children from 3 to 5 years old. In particular, the state budget will supplement and increase the total expenditure on education and training by 20% according to the Law on Education. Socialized education capital and other legally mobilized capital sources.

Examining this content, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that to complete the goal of universalizing preschool education for children from 3 to 5 years old by 2030, huge financial and human resources are needed.

Specifically, regarding investment in facilities and equipment, the total estimated budget for the 2026-2030 period is VND116,314.1 billion. The drafting agency needs to determine the roadmap for the 2026-2030 period.

There are also opinions suggesting that the drafting agency state its viewpoint on selecting the proposed option for the competent authority to consider and decide.

Regarding the teaching staff, the Committee requested the drafting agency to clearly identify the number of preschool teachers needed to be added in the 2026-2030 period, report to competent authorities for consideration and decision.

There are suggestions that the drafting agency should add solutions to promote socialization of education to reduce pressure on teachers and facilities from the state budget.

Regarding the budget for implementing the Resolution, the Committee recommends that the drafting agency carefully evaluate the budget source to ensure feasibility and suitability with the state budget balance, especially in localities with difficult conditions.

"The Government is requested to consider allocating additional funding to implement the Resolution from the central budget, in addition to the total state budget expenditure for education and training as prescribed by the Law on Education," said Mr. Nguyen Dac Vinh.
