According to Lieutenant Colonel Le Manh Ha, because the fines for these violations are relatively high, sometimes higher than the value of the violating vehicle and there is an additional penalty of revoking the driver's license, many violators have abandoned their violating vehicles, increasing the number of vehicles temporarily detained in warehouses and yards. The PC08 Department alone is lacking 10,000 square meters of warehouse space to temporarily detain violating vehicles.
