At a press conference held by the Government Office on the afternoon of June 4, Deputy Minister of Construction Nguyen Danh Huy informed the press about the abolition of construction permits.
According to him, the Party and State's viewpoint is to create the most favorable conditions for people and businesses. On the side of the Ministry of Construction , he affirmed that all procedures and licenses are implemented seriously, reviewed, simplified, and abolished to create the most favorable conditions for people and businesses.
Regarding construction permits, according to Deputy Minister Nguyen Danh Huy, this is a policy and issue that has been raised by the Prime Minister in Official Dispatch No. 78 and given very clear instructions.
Specifically, the Ministry of Construction will review the entire system of legal documents regulating licensing (from construction; Decrees to circulars issued by the Ministry of Construction), then organize a final assessment, because all procedures for granting construction permits to people are decentralized to localities.
“We create the most favorable conditions for people and businesses, but we also have to assess the impact. If we remove the licensing, will the construction of people who are allowed to build on their own affect the rights and legitimate interests of other people and businesses? The Ministry will immediately carry out the summary and evaluation, and especially the local authorities will re-evaluate,” he said, adding that with the above tasks, the Ministry of Construction will propose a roadmap to amend and reduce when amending the Construction Law.
“Definitely, all of this content will be completed in 2025 and in the immediate future, for areas with approved 1/500 detailed planning (mentioned in dispatch 78), we can amend the law immediately to exempt licensing,” Mr. Huy added.
In addition, areas that have urban design according to the Law on Architecture, where the use of that urban architecture can be managed by the State and the State's management role, will also immediately stop granting licenses to people.

The representative of the Ministry of Construction emphasized that when a licensing procedure is removed, people do not have to apply for a license and the State management agency does not need to carry out licensing procedures, saving costs, labor... but the problem is how to both create convenience for people and maintain the role of ensuring the rights and legitimate interests of other people, neighboring households, especially in the situation of crowded urban areas, the situation of land plots when they are combined, how do we manage them, that is the challenge?
"We will summarize, evaluate that challenge and work with localities to calculate and come up with the most optimal solution," said a representative of the Ministry of Construction.
Previously, in Official Dispatch No. 78/CD-TTg dated May 29, 2025 on focusing on cutting and simplifying administrative procedures in the construction sector, the Prime Minister requested the Minister of Construction to urgently review, cut and simplify 361 administrative procedures related to production and business activities, 447 business conditions under the management of the Ministry of Construction, ensuring a reduction of at least 30% of the time to handle administrative procedures, 30% of the cost of complying with administrative procedures, 30% of business conditions in 2025, in which attention should be paid to researching, reviewing, cutting and strongly simplifying administrative procedures in the construction sector.
The dispatch clearly states the reduction of construction permit procedures for construction projects with detailed planning at a scale of 1/500 or projects in areas with approved urban designs. It also reduces the number of subjects required to carry out project and design appraisal procedures at specialized construction agencies.
This dispatch also requires the People's Committees of provinces and centrally-run cities to organize the implementation of administrative procedures under their authority, ensuring stability, continuity, smoothness, efficiency, and no interruption when implementing decentralization, arranging administrative units, and implementing the 2-level local government organization model. At the same time, proactively research and organize the implementation of interconnected administrative procedures related to construction investment activities according to their authority, ensuring efficiency, reducing procedures, time, and costs of implementing administrative procedures for people and businesses.
In addition, the Prime Minister requested the People's Committees of provinces and centrally run cities to proactively monitor and inspect, within their authority, the compliance with the law on construction investment by entities participating in construction investment activities, ensuring state management and social order and safety when implementing the shift from pre-inspection to post-inspection and decentralizing the authority to handle administrative procedures.../.
