Instructions on how to contribute ideas to amend the Constitution through the VNeID application

From now until May 29, people can participate in giving opinions on the draft amendments and supplements to a number of articles of the 2013 Constitution through the VNeID application. The article below will guide you on how to do this.

Conditions for participating in giving opinions on amending the Constitution through the VNeID application

To participate in giving opinions on amending the Constitution, users must first update the VNeID application on their smartphone to the latest version. Normally, applications on the phone will be automatically updated when there is a new version, so you can skip this step.

In addition, users need to register for a level 2 identification account. By default, when people make a Citizen Identification Card (CCCD) and register for a VNeID account, it will correspond to a level 1 identification account.

To check if your account is level 1 or level 2, users log in to their VNeID account on their smartphone, and information about the identification account will be displayed right on the application.

Information about level 1 or 2 identification accounts will be displayed directly on the VNeID application (Screenshot).

However, citizens cannot register for a level 2 account themselves, but must go to the police station of the commune, ward, town or the place where the procedures for issuing a CCCD card are carried out to register.

When registering for a level 2 electronic identification account, citizens need to present their CCCD card, provide information about their phone number... In addition, citizens can also present their driver's license, insurance card... to have their information integrated into their level 2 identification account if they want.

The management agency will notify the account registration results via VNeID application, SMS message or email address.

For cases of chip-embedded ID cards issued after April 1, 2022, a level 2 electronic identification account will be registered when applying for a chip-embedded ID card. However, people need to download the VNeID application to activate the account.

Steps to participate in giving opinions on amending the Constitution through the VNeID application

After updating the VNeID application to the latest version and the level 2 electronic identification account has been activated, readers can follow the steps below to participate in giving opinions on amending the Constitution through the VNeID application.

- Activate the VNeID application on your smartphone and log in to the application.

- After logging into the application, click on "Utilities: Get public opinions on the content of amending and supplementing a number of articles of the 2013 Constitution on the VNeID application" on the main interface.

Click on the icon "Constitution of the Socialist Republic of Vietnam" in the interface that appears.

- Next step, click the "Read" button to clearly see the content of the amendments and supplements to the articles and clauses in the Constitution.

After reading the content carefully, scroll down and click the "Agree" button if you agree with the amendments and supplements. If you disagree, click the "Disagree" button and enter additional comments to supplement and amend the Constitution.

After selecting "Agree" or "Disagree" and filling in the petition content, click the "Save" button and click the "Close" button in the dialog box that appears.

Return to the interface for reading the content of the Constitution, scroll up, click on the menu to select and continue reading the amended content of other articles and clauses in the 2013 Constitution.

After carefully reading these amendments, continue to click "Agree" or "Disagree" and enter your suggestions and comments as instructed above.

Users continue to perform the above steps until they have completed "Agreeing" or "Disagreeing" (with comments) all the contents of the amendments to the 2013 Constitution.

How to send recommendations and suggestions to amend other Articles in the Constitution; suggestions on Constitution-making techniques

In case you want to send recommendations or suggestions to amend other Articles and Clauses in the Constitution or want to give suggestions on Constitution-making techniques (how to draft and organize the content of the Constitution to make it easy to understand, logical, clear, suitable to social reality and law...), you activate and log in to the VNeID application.

From the main interface of VNeID, click on "Utilities: Get public opinions on the content of amending and supplementing a number of articles of the 2013 Constitution on the VNeID application" as instructed above.

Click on the icon "Constitution of the Socialist Republic of Vietnam" in the interface that appears, then select "Send comments".

Next, you select "Other comments" or "Technical comments on Constitutional drafting", fill in the comments to edit the Articles and Clauses in the Constitution.

After filling out all the comments, scroll down, fill in the "Position/Degree" box, then click the "Send" button to send your recommendations and contributions to amend the Constitution.

A dialog box will appear for users to review the comments they have made through VNeID. If the content is correct, click the "Submit" button in this dialog box to complete the process of commenting and proposing to amend the Constitution.

Finally, a dialog box appears informing the user that the process of submitting comments to amend the 2013 Constitution has been successful.

The process of collecting public opinions on the 2013 Constitution amendments through the VNeID application will last until May 29. Public opinions through VNeID will be compiled by the Ministry of Public Security and sent to the Ministry of Justice to prepare a general report for the Government.
