According to Decree 119/2024 of the Government regulating electronic payment for road traffic, from October 1, car owners must convert their current toll collection accounts to traffic accounts connected to non-cash payment means. If not, the vehicle will not be able to circulate through electronic toll collection stations (ETC).
Up to now, there are 3 payment methods that meet the requirements including Viettel Money, international credit cards (Visa, MasterCard, JCB, Amex) and VETC wallet.
To facilitate, VETC currently connects directly with 12 major banks, and also allows deposits from 32 other domestic banks via ATM cards.
Some banks including Agribank , BIDV, VietinBank, Vietcombank have issued detailed instructions on linking accounts for customers.

Agribank allows direct linking of VETC or Viettel Money wallets to customer accounts. With VETC, customers log in to the application and process according to instructions. With ePass, customers need to link Viettel Money, then connect to Agribank account.
BIDV customers need to authenticate their chip-embedded citizen identification cards and link their accounts in the VETC wallet. With ePass, customers must open or link Viettel Money, then connect to their BIDV accounts.
Customers who want to link their Vietcombank account to their VETC wallet can perform basic operations, starting by logging into the VETC application and following the instructions.
With VietinBank, customers log in to the VETC app and then follow the instructions.
Some notes when using traffic accounts
According to Article 31 of Decree 119, car owners need to coordinate with road use payment service providers to convert existing toll collection accounts to traffic accounts and connect non-cash payment methods with traffic accounts before October 1.
Vietnam currently has 6.3 million vehicles registered to use the automatic non-stop toll collection service (ePass and VETC), equivalent to nearly 100% of the number of cars nationwide. However, service providers said that the conversion rate to traffic accounts is still very low, only reaching about 30%. The reason given is that vehicle owners are not aware of this new regulation.
Vehicle drivers must ensure sufficient funds in the payment means connected to the traffic account when making electronic payments for road traffic.
In case the amount of money in the payment method connected to the traffic account is not enough to make payment for road use on the highway, the vehicle is not allowed to pass through the toll station on the highway, or must use the mixed toll lane at the toll station on the national highway.
In addition to the above two cases, if the amount in the means of payment is not enough, the owner of the means of payment shall make other forms of payment at the collection point.
