On the afternoon of April 11, the delegation of the Hanoi People's Council (constituency number 24) including Head of the City Party Committee's Internal Affairs Committee Nguyen Quang Duc, Director of the Department of Agriculture and Rural Development Nguyen Xuan Dai and Head of the City People's Council's Legal Committee Duy Hoang Duong had a working session with the People's Committee of Hoai Duc district.
Reporting to the Delegation, Vice Chairman of Hoai Duc District People's Committee Nguyen Anh informed that in the first quarter of 2024, the total state budget revenue in the district is estimated at 583,388 million VND. The total district and commune budget revenue is estimated at 566,060 million VND. The total district and commune budget expenditure is estimated at 224,111.2 million VND, reaching 6.2% of the estimate assigned by the City and the District People's Council.

In the first quarter, the district also focused on implementing the tasks of completing the criteria for establishing districts and wards; proposing investment policies for a number of projects that meet the criteria for implementation. Directing investors to speed up the construction progress of public investment projects according to plan, especially key projects such as Ring Road 3.5, frame traffic routes, school projects, service land, and auctions. Urging investors to speed up the progress of urban and commercial housing projects. At the same time, reporting and proposing a list of projects using land to be implemented in the form of bidding to select investors; directing the preparation of tasks and planning projects for 13 residential areas located in the urban development area. Preparing detailed plans for sports parks and proposing planning for areas outside the urban development area (Day River sandbank area). Urging the completion of centralized clean water supply for communes in the Day River sandbank area...

The district also promptly detected and handled violations in land management and use; enforced and dismantled 6 violating constructions; proposed the City People's Committee to issue a decision to force the implementation of remedial measures for administrative violations in the field of land in 1 case.
To promote administrative reform, tighten discipline and administrative order in agencies and units, the district has conducted surprise inspections of public affairs at 12 agencies and units, received 1,341 records and resolved them according to regulations, resolved 89.86% within the deadline, and is currently resolving 136 records, accounting for 10.14%.
Implementing the land acquisition and clearance for the Ring Road 4 - Capital Region Project in the area, up to now the district has approved and recovered 235.17 hectares of land from 6,276 households and public land, the amount of 1,839.4 billion VND. The area that has received money and handed over the site is 234.85 hectares from 6,267 households and public land, the amount of 1,832.4 billion VND, reaching 98% of the total project area. Currently, there are only 9 households with land and 3 households with assets on public land that have not received money with an area of 0.33 hectares.
Up to now, Hoai Duc district has 16/19 communes recognized as communes meeting advanced NTM standards, reaching a rate of 84.2%, 3/16 communes recognized as communes meeting model NTM standards...
In implementing the project to build the district into a district, Hoai Duc has achieved 27/31 criteria, and at the same time reported to the City some difficulties and problems. Currently, departments, branches, districts and People's Committees of communes and towns are coordinating with consulting units to complete the dossier, expected to report to the City and departments and branches in the second quarter of 2024. The district is also continuing to implement 10 key city-level projects, including 8 traffic projects, 1 hospital project and 1 key central park project in the area...

Speaking at the conference, on behalf of the delegation of the City People's Council, Head of the City Party Committee's Internal Affairs Committee Nguyen Quang Duc requested that Hoai Duc district continue to focus on completing the targets set by the Resolution of the 24th District Party Congress.
"Highly focus on key tasks, in which priority is given to completing the criteria for developing the district into a district" - Head of the City Party Committee's Internal Affairs Committee Nguyen Quang Duc emphasized. At the same time, it is recommended that Hoai Duc district make a more specific assessment of the unmet criteria to complete each content. Along with that, proactively work with the City's professional agencies to unify the implementation of administrative boundary adjustments of communes in the area, as well as investment in infrastructure for public schools in the district managed by the City. Exploit resources well, strengthen solutions to ensure regular revenue. Speed up the implementation and construction of investment projects for hospitals and green parks in the district. Continue to pay attention and coordinate to resolve opinions and recommendations of district voters during meetings with City People's Council delegates.
