Pursuant to Resolution No. 16/2024/NQ-HDND dated December 11, 2024 of the Provincial People's Council on regulations on support for building new tomb shells; repairing and upgrading martyrs' graves buried on damaged and degraded family land in Ca Mau province, the whole province has 509 graves that need to be repaired and upgraded in 8 districts and cities (Nam Can district does not have any), with a total cost of nearly 8 billion VND. Of which, 63 new graves are built and 446 graves are repaired.

Through implementation, up to now, the whole province has started construction on 474 graves, of which 186 graves have been completed, reaching 36.5% of the implementation. Of which, Tran Van Thoi district is the first unit to complete this program.

Specifically, according to Tran Van Thoi district, after checking the whole district, there are 98 graves (4 earthen graves and 94 stone graves) that are damaged and degraded, needing support to upgrade and repair the relatives, clans, and families of martyrs who are in very difficult circumstances and cannot afford to repair.

Although there were many difficulties in the implementation process because some graves were severely damaged and could not wait for a long time, so the families repaired them themselves, some graves were moved to other places, the people who worshiped the martyrs changed, the martyrs' relatives passed away, the younger siblings, children, grandchildren... managed the martyrs' graves in difficult circumstances, had to work far away and could not be contacted... leading to difficulties in implementing support for repairing and upgrading martyrs' graves at the local families. However, with the determination of local leaders in implementing the program with humane meaning, by April 29, the district had implemented 98/98 graves (built 4 new graves; repaired 84 graves), reaching 100%.

Vice Chairman of the District People's Committee Tran Van Thoi Phan Kim Bia shared: "Realizing that this is a special resolution, suitable for the practical needs of the locality, meeting the expectations and wishes of the people, especially for the relatives of martyrs, demonstrating the profound humanity of gratitude activities, demonstrating the morality of "drinking water, remembering the source", "eating fruit, remembering the person who planted the tree", especially on the occasion of the 50th anniversary of the Liberation of the South and National Reunification, the district has directed the determination to complete this meaningful program before April 30".
