• "Buy together, sell together" is the core of collective economy

Vice Chairman of the Provincial People's Committee Le Van Su gave a speech at the working session with Ngoc Hien district.

According to the report of the district leaders, the current aquaculture water surface area of ​​the district is 26,950 hectares. Of which, the intensive shrimp farming area is about 383 hectares with 137 households; improved extensive shrimp farming is 18,018 hectares; certified ecological shrimp farming is 16,237 hectares and coastal farming (clam farming) is 28 hectares. Aquaculture output from the beginning of the year to date has reached 19,282 tons, up 0.8% over the same period.

For the crab industry, the second main farming object in the district, currently people mainly raise crabs and shrimps under the mangrove canopy, following the ecological aquaculture orientation. The area of ​​crab farming combined under the forest canopy is about 57,751 hectares, with an annual output of about 3,000 tons, and an average yield of 80-100 kg/ha of water surface/year.

In the collective economic sector alone, the district currently has 41 agricultural cooperatives with 1,518 members, but 12 cooperatives have temporarily suspended operations; there are 114 agricultural cooperatives with 1,571 members.

In the district, there are 3 enterprises participating in the ecological shrimp production chain, including: Minh Phu Shrimp - Forest Chain Social Joint Stock Company, Camimex Ca Mau Seafood Import-Export Company and Seaprimexco Nam Can Seafood Import-Export Company; they have built an ecological shrimp purchasing station in Vien An Dong commune. However, most of the purchases are still done by traders.

According to Mr. Dang Minh Khoi, Vice Chairman of the District People's Committee, in addition to the advantages and achievements, the development of production in the fields of fisheries, agriculture and forestry in the district is facing many difficulties. That is, the situation of high tides, landslides and environmental pollution, etc., affecting the mangrove ecosystem and aquaculture activities. The linkage between farmers and enterprises in the ecological shrimp chain has been implemented, but has not ensured harmony of interests; the current purchase price of ecological shrimp is still low compared to the market, not fully reflecting the added value of the product, causing people to not really benefit accordingly. The work of controlling the quality and diseases of shrimp and crab seeds is still difficult;...

At the end of the working session, Vice Chairman of the Provincial People's Committee Le Van Su directed that for super-intensive shrimp farming, it is necessary to develop according to the RAS-IMTA process (recirculation with little water change, no waste discharge) to protect the environment, and at the same time, production must be organized in a linked direction from input to output to create stability for this type.

For improved extensive shrimp farming, focusing on the 2-phase improved extensive farming model, it is necessary to apply science and technology properly, especially for the 80,000 hectares according to the plan for 2025.

“Regarding the collective economy, in order to develop strongly, the shadow of the Party Committee and the government must be truly clear in the cooperative. Be proactive in all tasks, whatever is under your authority, you must make efforts to carry out while waiting for instructions. The district level must monitor, guide, urge and remind the communes in building production development plans in the fields of fisheries, agriculture, forestry and technology application. Particularly for the activities of cooperatives, enterprises and commune-level governments, although there have been steps forward, have not yet met the requirements. Therefore, it is necessary to strengthen and develop cooperatives through the participation of the Party Committee and the government,” the Vice Chairman of the Provincial People's Committee emphasized.

Specifically, the survey team visited Mr. Bui Van Sy's household in Tac Bien hamlet, Vien An Dong commune, a household participating in a shrimp farming model that has achieved ecological shrimp certification. According to Mr. Si, when participating in the model, production efficiency increased 4-5 times compared to before. However, after the support was no longer available, many households could not maintain it. Therefore, in order to continue developing, people need to be regularly trained in science and technology by authorities and supported in accessing capital sources.
