The project to renovate and upgrade the Doan Ket - Phu Lai inter-commune road in Yen Thuy district is being completed and is striving to be put into use before June 30, 2025.
Regarding capital, in the period of 2021 - 2025, the total investment in building new rural areas in the district is over 244 billion VND, with 80 projects. Up to now, the projects implemented from 2021 - 2024 have been allocated enough capital for implementation. In 2024, the district completed 18/31 projects. The District People's Committee continues to urge units to deploy construction to complete in May 2025. Regarding the 2025 plan, the Provincial People's Committee has not approved the list of newly started projects for implementation. Regarding the 2024 career capital, 3.5 billion VND has not been implemented for the Yen Tri smart commune construction project.
As of April 9, 2025, the total investment capital in 2025 of the National Target Program (NTPP) for socio -economic development in ethnic minority and mountainous areas in the district has disbursed over 13 billion VND, reaching 54.3% of the plan; 21 projects have been completed; 3 projects are expected to be completed and handed over before April 30, 2025. The capital to support housing for poor ethnic minority households in 2024 supports 35 households. To date, 14 households have completed the project, while 19 households are implementing it. Regarding the capital for the transitional career from 2024 to 2025, over 23 billion VND has not been disbursed as of April 9.
The investment capital for the National Target Program on Sustainable Poverty Reduction for the period 2022 - 2024 in the district is 508 million VND. Up to now, 88% of the allocated capital has been completed and disbursed. The career capital of over 12 billion VND has been and is being disbursed to complete the projects.
Comrade Bui Huyen, Vice Chairman of Yen Thuy District People's Committee said: In the implementation of the National Target Programs in the area, the awareness of authorities at all levels and of the people has changed, creating a widespread influence. The works and projects in the plan with allocated capital have basically been implemented in accordance with the content and purpose, the inspection and supervision of project implementation have been strengthened. The implementation of the special investment mechanism in the implementation of investment capital for the National Target Programs has shown high efficiency, such as quick investment preparation, fast construction progress, promoting local labor, mobilizing many contributions from the people to directly participate, supervise and contribute to the program.
However, during the implementation process, there are still many difficulties leading to slow disbursement progress such as: The guiding documents of ministries and branches are constantly changing and not unified, making it difficult to study the guiding documents and implement them. The set of criteria for building advanced new-style rural communes and new-style rural districts is difficult to implement for the following criteria groups: Average income per capita; economy, environment; quality of living environment. Some mechanisms and policies have changed and are problematic regarding beneficiaries. The improvement of the environmental landscape for communes that have achieved new-style rural areas and model residential areas has not been maintained regularly and continuously.
With these difficulties, the People's Committee of Yen Thuy district proposed that the Provincial People's Committee soon approve the list of projects under the investment capital for new rural construction in 2025 and allocate public capital for implementation. Expand the subjects supported by the projects, including ethnic minority households in the area, with priority given to policy households, poor households, and near-poor households. Speed up the procedures for auction projects in the district to have counterpart funds for the program.
