Conclusion No. 157-KL/TW of the Politburo on the reorganization of administrative apparatus and units

Conclusion No. 157-KL/TW stated that, based on the situation and results of the implementation of the resolutions and conclusions of the Central Committee, the Politburo , and the Secretariat on the reorganization of the apparatus of the political system; to ensure the progress and requirements for the consolidation and merger of provincial-level administrative units, not to organize district-level administrative units and reorganize commune-level administrative units; after reviewing, proposing and recommending the Central Organizing Committee in Report No. 392-BC/BTCTW, dated May 23, 2025 on the situation and progress of the implementation of the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus of the political system (from May 17 to May 23, 2025), the Politburo concluded as follows:

The Politburo requested to complete the arrangement at the commune level before July 15, and at the provincial level before August 15, 2025.

The Politburo requested Party committees and organizations at all levels to continue to do a good job of ideological work, proactively grasp public opinion, forecast risks, promptly identify and handle complex issues that arise, ensure internal solidarity and unity during the process of reorganization, and ensure the smooth operation of the new apparatus, improving efficiency, effectiveness and efficiency.

The Politburo assigned the comrade assigned by the Politburo to convene and co-chair with the comrades secretaries of provincial and municipal Party Committees in the merger and acquisition area to direct the strict implementation of the policies, conclusions and directions of the Politburo and the Secretariat on drafting documents for Party Congresses at all levels, on developing plans and preparing personnel work for Party Committees at provincial and municipal levels in the merger and acquisition area and newly established commune levels; focusing on leadership and direction to absolutely avoid local tendencies and thoughts, "group interests", and negativity.

At the same time, the comrade assigned by the Politburo will be summoned to preside over and direct the drafting of documents for the (new) Provincial and Municipal Party Congresses.

The Politburo assigned the Standing Committees of provincial and municipal Party Committees to proactively prepare necessary conditions and processes and procedures to organize the implementation of the transfer of functions and tasks from the district level to the commune level after the merger, immediately after the legal documents take effect from July 1, 2025;

Ensure the organization and working conditions of provincial and communal agencies after the merger are completed in a synchronous, smooth, effective and efficient manner, without work interruption, without leaving any vacant areas or fields, and without affecting the normal operations of agencies, organizations, businesses and people.

Put into operation at the new commune level from July 1, 2025, striving to complete before July 15, 2025. At the provincial level, striving to complete before August 15, 2025. Strictly prohibit any impact or intervention in the personnel arrangement process; strictly handle violations (if any).

The Politburo assigned the Government Party Committee to lead and direct:

Urgently complete the draft Decree on decentralization, delegation of power and assignment of authority to local governments at two levels, the Decree regulating the functions, tasks, and organization of specialized agencies under the People's Committees at provincial and communal levels in accordance with the Conclusion of the Politburo and the Secretariat, especially the policy on decentralization and delegation of power;

Provisional guidance on staffing of specialized agencies under the People's Committees of communes, wards and special zones, to be completed in May 2025;

Then, determine the job position and assign the staff to the locality to ensure that within 5 years, the number of staff is basically implemented in accordance with the regulations of the competent authority.

Continue to review and promptly supplement instructions on the contents and tasks that need to be implemented or transferred when arranging provincial and commune-level administrative units, ending the operation of district-level governments, implementing the 2-level local government model, to be completed before June 5, 2025, ensuring the operation of 2-level local governments is smooth, continuous, uninterrupted and effective.

The Party Committee of the Ministry of Home Affairs shall preside over and coordinate with relevant agencies and units to urgently issue documents regulating and guiding the standards for civil servant titles in communes, wards and special zones, along with plans for training and fostering professional skills; and policies and regimes to support part-time workers at the commune level, to be completed before June 15, 2025 .

The Politburo assigned the Party Committee of the Fatherland Front and central mass organizations to lead and direct the Party Committee of the Vietnam General Confederation of Labor to study and promptly issue documents directing and guiding the termination of activities and the non-establishment of trade union organizations in administrative agencies, armed forces, and public service units receiving 100% of their salaries from the state budget, ensuring consistency with the process of amending and supplementing the Constitution and the Trade Union Law.

The Politburo assigned the Central Organizing Committee to:

- Synthesize the opinions of the Central Party agencies, committees and Party committees directly under the Central Committee, promptly complete the Projects, submit to the Politburo and the Secretariat for consideration and decision to issue regulations related to the functions, tasks, organizational structure, working regulations of the Party Committees of communes, wards, special zones, of advisory and support agencies, public service units of the Party Committees at the commune level... to serve as a basis for localities to implement the Project to end the activities of the district level and establish new commune levels.

- Coordinate with relevant agencies, provincial and municipal Party Committees subject to consolidation and merger to complete the personnel plan for provincial and municipal Party Committees and report to the Politburo, Secretariat... for consideration and decision before June 20, 2025 (striving to complete before June 15, 2025).

- Coordinate with provincial and municipal Party Committees subject to merger to complete the Project to terminate the activities of provincial and municipal Party Committees subject to merger and consolidation and establish (new) provincial and municipal Party Committees.

The Politburo assigned the Central Party agencies and committees to continue reviewing and advising on the amendment, supplementation, and promulgation of relevant Party documents to ensure consistency, unity, and transparency between the Central and local levels after the rearrangement of administrative units at all levels and the implementation of the two-level local government model.
