In recent times, the TCD work of the Provincial People's Council has been innovated and brought about practical results. The Standing Committee of the Provincial People's Council assigned members of the Standing Committee of the Provincial People's Council to conduct TCD on the 27th of every month at the TCD headquarters of the Standing Committee of the Provincial People's Council, and assigned civil servants to conduct TCD on Wednesdays at the provincial TCD headquarters. The Standing Committee, the People's Council committees, delegations, delegates of the Provincial People's Council and the Office of the National Assembly Delegation and the Provincial People's Council have performed well their roles and responsibilities in publicizing and posting the TCD calendar according to regulations for people to access, monitor and supervise.

The Standing Committee, the People's Council Committees, the delegations, the Provincial People's Council delegates and the Office of the National Assembly Delegation and the Provincial People's Council received and guided 1,304 citizens; the district level received 4,190 citizens; the commune level received 19,848 citizens who came to present complaints, denunciations, reflections and recommendations. Through the work of the Standing Committee, the Provincial People's Council Committees, and the Provincial People's Council delegates have the conditions to receive and grasp the people's thoughts and aspirations and problems affecting the people's rights, as well as supervise the performance of duties and public services of cadres and civil servants. Timely forward petitions, recommendations and reflections of the people to competent agencies and units for resolution, ensuring the rights of the people.

Results of receiving and handling complaints and denunciations from July 1, 2014 to December 31, 2022, the Provincial People's Council received 1,552 complaints, denunciations, recommendations and reflections from citizens. Through classification, 831 petitions were eligible for processing; 721 were duplicates and ineligible petitions. As a result of processing, out of 831 petitions eligible for processing, 831 petitions were advised to be transferred, guided and responded to citizens, reaching 100%. The number of cases receiving responses was 765, reaching 92.1%.

The District People's Council received 939 complaints, denunciations, recommendations and reflections from citizens. After classification, 678 petitions were eligible for processing; 261 were duplicated and ineligible. As a result of processing, of the 678 petitions eligible for processing, 546 petitions were advised to be transferred, guided and responded to citizens, reaching 80.5%. The number of cases receiving responses was 406, reaching 74.4%.

The People's Council at the commune level received 2,018 complaints, denunciations, recommendations and reflections from citizens. As a result of the processing, out of 1,816 eligible complaints, 1,610 were advised to be processed, forwarded, guided and responded to citizens, reaching 88.7%. The number of cases receiving responses was 1,284, reaching 79.8%.

Through research, review, classification and handling of petitions, it is found that most of the petitions, complaints, denunciations, recommendations and reflections of citizens are mainly related to administration, land disputes, management and issuance of land use right certificates; complaints, requests for review of civil judgments of the court, complaints about the enforcement of civil judgments; complaints, recommendations and reflections on some other contents... Most of the petitions, complaints, denunciations, recommendations and reflections of citizens are classified, processed and forwarded to competent authorities for consideration and resolution according to the provisions of law, creating high consensus among the people.

The supervision of the settlement of complaints, denunciations, recommendations and reflections of citizens is carried out regularly, strictly and in accordance with the provisions of law. Thereby, agencies, organizations and units have strengthened the settlement of complaints, denunciations, recommendations and reflections of citizens in accordance with the provisions of law. In general, the rate of settlement of complaints by agencies in the province has achieved quite high results.

“In the past time, the Provincial People's Council has performed well its role and responsibility in the work of TCD in accordance with the provisions of law. Supervising the responsibility of heads of agencies, organizations, units and sectors at all levels in the work of TCD, handling complaints and denunciations of citizens, in order to limit the situation of mass complaints and denunciations, bypassing the authority, contributing to stabilizing the security and order situation, promoting socio -economic development in the locality”.
