The 5 years (2020 - 2025) of implementing the Resolution of the 17th Provincial Party Congress is a time of high determination, great efforts, and drastic actions of the entire provincial political system to seize development opportunities and create sustainable values for the homeland of Hoa Binh. Throughout many action programs, projects, and development plans in various fields, the important advantage identified to be strongly exploited is the location near the capital Hanoi, adjacent to the economic center, the locomotive leading and spreading the growth momentum of the entire Northern region.
Recently, the investment project to build Hoa Lac - Hoa Binh road and renovate and upgrade National Highway 6, Xuan Mai - Hoa Binh section, was approved by the Prime Minister to adjust the investment policy. In phase 1 of the project, the Hoa Lac - Hoa Binh expressway connecting road was completed and put into use from October 2018, helping to shorten the travel time from Hoa Binh city to the center of Hanoi. According to the recent decision of the Prime Minister, the project was adjusted to expand the scale of Hoa Lac - Hoa Binh road according to expressway standards (TCVN 5729: 2012), 6 lanes, design speed of 100 km/h; build a system of service roads, intersections, rest stops, control centers, intelligent traffic systems... to ensure synchronization and efficiency according to current standards and regulations. The scale adjustment is expected to be put into operation in 2028. This is an important traffic project, contributing to connecting the capital's expressway with the provinces of Hoa Binh, Son La, Dien Bien ; creating a basis to attract investors in many fields, especially urban development, industry, trade and services.
This is one of many important transport projects opening up development opportunities for the land adjacent to the capital and the gateway to the Northwest region. Looking back at 5 years (2020 - 2025) of determination to create a breakthrough for local development, it can be affirmed that the most impressive result of Hoa Binh is mobilizing investment resources in the infrastructure system. In particular, the outstanding transport infrastructure system connecting Hanoi - Hoa Binh and inter-regional, helping to expand development space and bring many new opportunities for the benefiting lands.
On a provincial scale, the Resolution of the 17th Provincial Party Congress has set out specific goals and tasks for the 2020-2025 term. In particular, focusing on 4 strategic breakthroughs including: planning, improving the investment and business environment associated with administrative reform, investing in infrastructure and developing high-quality human resources. Along with that, the whole province is synchronously implementing action programs with the determination to create breakthroughs in each field, on the basis of exploiting potentials and advantages to restructure industries and fields towards increasing added value, towards sustainable development. Throughout the programs, projects and plans is a coherent mindset: Exploiting advantages well, including the advantage of being adjacent to the capital Hanoi to seize development opportunities.
In particular, that strategic leadership thinking was once again affirmed by the Provincial Party Standing Committee when it issued Plan No. 273-KH/TU, dated September 13, 2024, on implementing Conclusion No. 80-KL/TW, dated May 24, 2024 of the Politburo on the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065. In the above plan, the Provincial Party Standing Committee clearly identified the responsibilities and development opportunities of Hoa Binh in the process of coordinating the implementation of the Hanoi Capital Planning, ensuring consistency with national-level plans, regional plans and local strategic plans. In an effort to exploit the advantages of a province adjacent to the capital, Hoa Binh focuses on 5 breakthroughs: Preserving and promoting the cultural values of ethnic groups, especially Muong ethnic culture and "Hoa Binh Culture"; promoting institutional reform, administrative reform, improving provincial competitiveness; developing and perfecting the infrastructure system, especially the road traffic infrastructure system; promoting digital transformation, building digital government, digital economy and digital society associated with the Fourth Industrial Revolution; focusing on attracting and developing high-quality human resources to meet the industrialization and modernization of the province.
Along with implementing 5 breakthroughs, Hoa Binh will focus on mobilizing resources to restructure key economic sectors, better promote the advantage of being close to Hanoi to receive the spillover from the Hanoi Capital Planning, form production and processing chains, industrial parks, export processing zones, and "satellite" industrial enterprises in the Northern key economic region. At the same time, with its favorable geographical location, Hoa Binh province also plays the role of a bridge for tourism, trade, service, and goods exchange activities... of the provinces in the Northwest mountainous region with the capital Hanoi, contributing to promoting the economic development of the region. These will be strategic orientations, opening a new era of development for Hoa Binh.
