Closely following reality, the Party Committee of the Personnel Department proactively researched and advised the Head of the General Staff to propose to the Standing Committee of the Central Military Commission to amend and promulgate many resolutions, directives, regulations, and rules, including strategic contents, creating a political and legal basis for personnel work and building a contingent of cadres throughout the army both in the short and long term.

Notable examples include the amendment of the Law on Officers of the Vietnam People's Army (VPA), the development of two resolutions of the National Assembly Standing Committee, the Project "Policy on attracting and promoting talents for the VPA until 2030, with a vision to 2050", Government decrees, circulars on the implementation of the Law on Officers of the Vietnam People's Army, regulations on title standards, standards for training cadres; guidance on personnel work serving party congresses at all levels; advising on policies to arrange and adjust the organization of the Army's payroll and cadres. The work on cadre policies has been implemented comprehensively, closely, in accordance with regulations, and closely in line with reality.

To meet new requirements, the Department of Personnel focuses on comprehensively innovating all aspects of work, from assessment, planning to appointment, rotation and training and fostering of cadres. The work of assessing cadres has undergone a strong change towards being substantial, impartial, objective, closely linked to the results of completing tasks; attaching importance to standardizing the team in terms of qualifications, capacity, qualities, and working style. The proportion of cadres with postgraduate qualifications, proficiency in information technology, and foreign languages is increasing day by day. The work of planning, training, and fostering the next generation, especially young cadres, is focused on with a long-term vision; many young cadres have been trained, tested through practice, matured, and become the next generation of human resources for key positions, ensuring continuity and sustainable development.

These results affirm the core and strategic advisory role of the Personnel Department in personnel work and building the entire army's cadre team. This is an important factor contributing to improving the quality of the cadre team, consolidating the overall strength and leadership and command capacity of all levels, creating a solid foundation for the Vietnam People's Army to develop in a revolutionary, disciplined, elite and modern direction.

Entering the 2025-2030 term, the Party Committee of the Personnel Department has identified two important breakthroughs. One is to improve the qualifications, capacity, methods, and working style of cadres and party members, creating a strong change in research, consulting, directing, and guiding the entire army on personnel work and building a contingent of cadres. The second is to promote the application of information technology, carry out digital transformation, and administrative reform in personnel work. Along with that, the Party Committee of the Department focuses on building a contingent of cadres of the unit who are politically steadfast, exemplary in ethics, good in expertise, proficient in technology, have innovative thinking, strategic vision, and a scientific working style, well meeting the requirements of tasks in the new period.
