Khanh Hoa reasonably regulates water resources of reservoirs to respond to storm No. 13

Faced with the imminent arrival of storm No. 13, Khanh Hoa province is urgently deploying response measures.

For irrigation works, the Provincial People's Committee established many delegations to conduct field inspections and direct the agricultural sector to proactively and continuously regulate water sources in reservoirs. Thereby, to ensure the safety of dams and reservoirs, and to avoid flooding due to the need to quickly discharge large amounts of water when heavy rains continue and last for a long time.

The leader of the Department of Agriculture and Environment of Khanh Hoa province said: The province currently has 64 reservoirs, including 53 irrigation lakes and 11 hydroelectric lakes; of which, in the North there are 19 reservoirs, with a total capacity of 213 m3; in the South there are 24 reservoirs and 4 dams with a design capacity of over 502 million m3, the rest are lakes managed by the locality. Currently, many reservoirs in the province have water volume reaching about 80% of the design capacity.

According to the Department of Agriculture and Environment of Khanh Hoa province, if the flood is received and the reservoir continues to operate, many downstream areas in the North of the province are at high risk of being affected, such as Bac Ninh Hoa, Hoa Tri, Ninh Hoa ward and Hoa Thang ward, Tu Bong commune, because Da Ban lake and Hoa Son lake must discharge flood water.

In addition, other localities such as Suoi Dau, Cam Lam, Suoi Hiep, Dien Lac, Dien Khanh, areas along Cai River Nha Trang in Tay Nha Trang and Bac Nha Trang wards are also affected by the discharge of water from Suoi Dau Lake... When discharged, Suoi Hanh Lake will also affect low-lying areas of localities in Ba Ngoi ward.

In the downstream areas in the southern part of the province such as Dong Hai, Phan Rang, Bao An, Ninh Phuoc and Phuoc Hau communes will be affected by flooding when Song Cai reservoir discharges floodwaters. When Song Trau reservoir discharges floodwaters, it will also affect some low-lying areas along Song Trau stream and the flood drainage route of Song Trau reservoir in Cong Hai and Nam Cam Ranh communes.

In recent days, Tan Giang Lake in Phuoc Ha commune has also opened 3 flood discharge gates with doses. But if the Kalmaegi storm continues, the possibility of flood discharge will be greater. In addition, Song Bieu Lake in the upstream of this area is also rising in water level. If there is flood discharge, it will affect some low-lying areas along the Lu River, the flood discharge route of Tan Giang Lake in Phuoc Ha, Thuan Nam, Phuoc Huu, Ninh Phuoc, Phuoc Dinh communes. In the mountainous areas of Bac Ai Dong and Bac Ai communes, some low-lying areas along rivers and streams will also be flooded when Song Sat Lake has to discharge flood.

According to Le Xuan Thai, Head of Khanh Hoa Province Irrigation Department, before the forecast of storm No. 13 being at risk of making landfall, the Irrigation Department has advised the Department of Agriculture and Environment to direct Khanh Hoa Irrigation Works Exploitation Company Limited and Ninh Thuan Irrigation Works Exploitation Company Limited to arrange 24/24 hour duty personnel, and prepare a "4 on-site" plan. At the same time, urgently control the operation and reasonably regulate water resources at large reservoirs such as: Hoa Son, Da Ban, Suoi Dau, Ta Ruc, Cam Ranh, Song Cai, Tan Giang, Tra Co....

Regulation is carried out simultaneously with monitoring of river water levels and tidal schedules to limit flooding downstream. In particular, water regulation is only carried out during the day and flow is gradually reduced at night.

Mr. Nguyen Cong Sung, Chairman of the Board of Directors of Ninh Thuan Irrigation Works Exploitation One Member Co., Ltd., said that due to the rain since last October, the Company has also implemented a plan to release water from some reservoirs with a flow of about 185 million m3. Many reservoirs in the southern region of the province have water levels approximately equal to their design capacity, such as Song Cai, Song Sat, Tra Co, Phuoc Trung, Phuoc Nhon, Ma Trai, Ba Rau reservoirs... To welcome the flood, in the past few days, 7 reservoirs have opened 2 to 3 discharge gates with a suitable flow of 5 - 40 m3/s but have not caused flooding in the lower areas.

For other reservoirs (water is overflowing), the Company will proactively release water gradually at a reasonable flow rate before the storm hits. This is an effective solution to ensure maximum safety for irrigation works, while reducing large discharges if the storm lasts long, avoiding flooding, leading to damage to people and property, said Mr. Nguyen Cong Sung.

In recent days, Ninh Thuan Irrigation Works Exploitation One Member Co., Ltd. has fully prepared optimal and effective plans to respond to storm No. 13. At the reservoirs, the company's forces are on duty seriously and responsibly. This force regularly keeps watch, proactively measures the water level at the reservoirs to promptly report and deploy timely handling measures, avoiding passive situations.

Currently, the Khanh Hoa Province Irrigation Department as well as the Irrigation Works Exploitation One Member Co., Ltd. are strengthening coordination with local authorities in the downstream area to notify and warn of the flood situation as well as the time to release floodwaters from reservoirs if necessary. Thereby, the authorities and people in the downstream area can proactively evacuate and move to a safe place if heavy rain continues to occur.
