Chairman of Khanh Hoa requested the Management Board of Economic Zones and Industrial Parks of the province to urgently complete the documents and bidding plan for the project with 2 investors, ensuring the progress and deadline of the assigned work.

Mr. Nguyen Khac Toan, Chairman of Khanh Hoa Provincial People's Committee, has just requested the Provincial Economic Zone and Industrial Park Management Board to urgently complete related procedures for 4 new industrial park projects: Ninh Xuan 1, Ninh Xuan 2, Ninh Diem 1, Ninh Diem 3 to report to the Provincial Party Committee and submit to the Provincial Party Committee Standing Committee for comments.

After the project was approved by the Provincial Party Standing Committee, the Management Board urgently completed the dossier, and the Provincial Economic Zone and Industrial Park Management Board advised the Provincial People's Committee to implement it in accordance with the law.

Along with that, Mr. Toan requested the Provincial Economic Zone and Industrial Park Management Board to urgently complete the documents and bidding plan for the project with 2 investors, ensuring the progress and deadline of the assigned work.

The Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office and relevant units to advise the Provincial People's Committee on documents and contents related to these projects to present at the upcoming meeting of the Provincial People's Council...

The Management Board of Economic Zones and Industrial Parks of the province has reported in detail the steps to carry out investment procedures for new industrial park projects: Ninh Xuan 1, Ninh Xuan 2, Ninh Diem 1, Ninh Diem 3.

Accordingly, for industrial park projects with only 1 investor submitting an application for investment project proposal (Ninh Xuan 1, Ninh Xuan 2 and Ninh Diem 1 industrial park projects), investment procedures will be carried out in 2 steps.

Step 1 is after receiving the application for investment project proposal, the Provincial Economic Zone and Industrial Park Management Board will seek appraisal opinions from relevant agencies according to regulations (send documents to seek appraisal opinions to relevant departments, branches and localities; advise the Provincial People's Committee to seek appraisal opinions from ministerial-level agencies).

Step 2 is that the Provincial Economic Zone and Industrial Park Management Board synthesizes, prepares an appraisal report and submits it to the Provincial People's Committee for decision on approval of the investment policy and approval of the investor.

For industrial park projects with 2 or more investors submitting investment project proposal registration dossiers (Ninh Diem 3 industrial park project), investment procedures will be carried out in 4 steps.

Step 1 is based on the proposal documents of the first registered investor, the Management Board will seek appraisal opinions from relevant agencies.

Step 2 is that the Management Board synthesizes, prepares an appraisal report and submits to the Provincial People's Committee the results of the appraisal of the project's investment policy, along with a draft submission of the Provincial People's Committee to report to the Provincial People's Committee Party Committee on the contents related to the approval of the project's investment policy; the draft submission of the Provincial People's Committee Party Committee reports to the Provincial Party Committee Standing Committee for comments on the first approval of the project's investment policy.

Step 3 is based on the consensus of the Provincial Party Committee's Standing Committee in approving the initial policy, the Management Board will advise the Provincial People's Committee to submit to the Provincial People's Council for consideration and issuance of a resolution on the proposed project land plot in the list of land plots for bidding for investment projects using land in the province to serve as a basis for approving the form of investor selection.

Step 4 is that the Management Board advises the Provincial People's Committee to issue a decision approving the project policy and carry out consulting on related procedures to organize a bidding to select investors according to the Law on Bidding...
