The project inauguration ceremony took place on April 8, 2025 at Xuan Hong Park (Tay Ninh City), organized by the Provincial People's Committee.

Attending the event were Deputy Minister of Justice Nguyen Thanh Ngoc; Secretary of the Provincial Party Committee, Chairman of the People's Council of Tay Ninh province Nguyen Manh Hung; Acting Chairman of the Provincial People's Committee Nguyen Hong Thanh; former leaders of the Provincial Party Committee and Provincial People's Committee through the periods; leaders of departments, branches, sectors, People's Committees of districts, cities and towns.

Key projects

The project to renovate and beautify Xuan Hong Park and Tay Ninh Provincial Stadium is one of the province's key projects, the opening activity for a series of events to celebrate the 50th anniversary of the liberation of the South and national reunification, associated with the 50th anniversary of the liberation of Tay Ninh province (April 30, 1975 - April 30, 2025).

Reporting at the ceremony, Mr. Truong Van De - Director of Tay Ninh Provincial Construction Investment Project Management Board, the investor and direct project manager, said that this is a project in the field of urban technical infrastructure. The project, once completed and put into use, will contribute to improving the urban landscape, serving community activities, improving the quality of life for people, developing local tourism and promoting socio -economic development of the region.

Mr. Truong Van De - Director of Tay Ninh Province Construction Investment Project Management Board reported a summary of the project progress at the ceremony.

The project aims to create open space, create architectural and landscape highlights in the center of Tay Ninh city, build a spacious urban green park; ensure to meet the needs of organizing political, cultural, sports events, outdoor festivals, enhance urban aesthetics, promote cultural and sports activities, create a nightlife area, and attract tourists.

The project covers an area of 8.2 hectares, with a total investment of 37.6 billion VND. The scale of construction investment includes 6 items: the square, the central flagpole; flower garden, trees and internal walkways; children's playground and sports area; parking lot; essential works, technical infrastructure, electricity, water, lighting, fire prevention and fighting and equipment serving the project's operations.

Mr. Truong Van De added that immediately after the investment policy was approved (according to Decision No. 1435/QD-UBND dated July 29, 2024), the Project Management Board urgently implemented the steps according to regulations, and started construction on December 10, 2024.

Thus, with more than 120 days to complete the required procedures immediately after the investment policy was approved, the project started construction and within only 110 days of construction, the project was completed and put into use, 30 days ahead of schedule compared to the original plan.

“The project was implemented in accordance with the investment and construction procedures, and was completed and put into use, meeting all technical and quality requirements according to the design documents, not only bringing economic efficiency, but also great social efficiency,” he emphasized.

On behalf of the provincial leaders, Acting Chairman of the Provincial People's Committee Nguyen Hong Thanh acknowledged, highly appreciated and commended the efforts of the Tay Ninh Provincial Construction Investment Project Management Board - the project investor, the Department of Culture, Sports and Tourism; Tay Ninh City People's Committee, relevant departments, branches, and construction units for their urgency, effort, and professionalism throughout the project implementation process to complete the project ahead of schedule.

Acting Chairman of the Provincial People's Committee Nguyen Hong Thanh emphasized: "The project is 30 days ahead of schedule, demonstrating a high sense of responsibility, the attention and leadership of the Party Committee and the government, the effective coordination between all levels, sectors, local authorities and people in implementing the project, along with the great efforts of the investor, the consulting unit, and the construction unit to gradually complete the construction of a friendly, modern public space to serve the community. This is also an important step in the process of beautifying and developing Tay Ninh city in a modern, civilized, green - clean - beautiful direction."

In order for the project to truly promote investment efficiency and become a favorite destination for the community, Acting Chairman of the Provincial People's Committee Nguyen Hong Thanh requested the Tay Ninh City People's Committee, after receiving, effectively managing and exploiting the project; promulgate regulations and rules for scientific park management, suitable to actual conditions; clearly define the responsibilities of organizations and individuals in using public spaces, ensuring safety, order, aesthetics and environmental sanitation.

Mr. Nguyen Thai Binh - Chairman of Tay Ninh City People's Committee spoke to receive instructions from provincial leaders.

At the same time, it is necessary to regularly carry out maintenance and repair of technical infrastructure items; take care of the green tree system and flower gardens; ensure environmental sanitation, and preserve a clean and beautiful landscape. In addition, it is necessary to study and organize additional utilities to serve the people, appropriate culinary, cultural, sports and entertainment activities, both ensuring functionality and creating a reasonable source of revenue for reinvestment and maintaining sustainable operation of the project.

The project "Renovation and embellishment of Xuan Hong Park and Stadium to create open space for community activities" is invested and directly managed by Tay Ninh Provincial Investment and Construction Project Management Board. The joint venture of Tan Ngoc Luc Company Limited and Dai Quang Phat Production - Trade - Service Company Limited won the construction bid. The winning bid value is 31.67 billion VND/33.89 billion VND, saving the State budget 6.6%.

Construction time: 110 days (from December 10, 2024). Acceptance will be completed on March 28, 2025, and the project will be handed over and put into use on April 4, 2025.
