Inauguration of Vietnam-Korea Cooperation Center on Smart Cities

After 52 months of construction, on the morning of August 13, the Ministry of Construction and the Ministry of Land, Infrastructure and Transport of Korea held an inauguration ceremony for the Vietnam-Korea Cooperation Center on Smart Cities and Construction Technology (VKC) at the Academy of Construction and Urban Management.

The VKC Center is deployed to promote research and training on smart cities and advanced construction technology to contribute to the development of smart cities in Vietnam; gradually concretizing Vietnam's policies and guidelines in promoting smart and sustainable urban development by 2030.

Deputy Minister of Construction Nguyen Tuong Van emphasized that in the context of international integration, Vietnam has been proactive in building orientations for sustainable smart urban development, building green urban areas, responding to climate change, applying information technology to modernize the country, reforming administration towards building a digital government , and participating in the fourth industrial revolution.

Previously, the Project "Development of sustainable smart cities in Vietnam for the period 2018 - 2025 and orientation to 2030" was approved by the Prime Minister in Decision No. 950/QD-TTg dated August 1, 2018 to promote the development of smart cities in Vietnam. Resolution No. 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045, also emphasized the goal: It is necessary to develop modern, green, smart urban architecture, rich in identity, with typical cultural elements preserved and promoted.

To realize the above goal, Mr. Van said that recently, the Vietnamese Ministry of Construction and the Korean Ministry of Land, Infrastructure and Transport signed a Memorandum of Understanding with the aim of establishing a friendly and long-term cooperative relationship between Vietnam and Korea in the field of urban and housing development; especially in social housing and smart city development on the basis of mutual respect and trust.

The two ministries have also cooperated closely and achieved many positive results in exchanging experiences in building legal policies on housing development management, social housing, urban planning, and smart urban development. The Korean side also supported the Ministry of Construction in sharing experiences in the process of building the Housing Law (amended), the Real Estate Business Law (amended); supporting the Ministry of Construction with ODA projects providing technical assistance in the fields of urban planning, housing development, and urban development.

Regarding the VKC project, which will be implemented over a period of 52 months (construction started in June 2020), funded by the Korean Government through the Korean Ministry of Land, Infrastructure and Transport, Mr. Van said that the results of the four project components will contribute significantly to supporting the completion of institutions and laws on smart urban development, applying construction technology in the development of the construction industry, and supporting the capacity building of policy-making agencies and local management levels through the development of guidelines on smart cities in Vietnam.

“I believe that with the experience in urban management and development, especially the experience in smart urban development of the Korean side, and with the spirit of close cooperation between the parties, the VKC Center will be implemented effectively, contributing positively to the implementation of national strategies for sustainable smart urban development in Vietnam,” said Mr. Van.

In the coming time, the representative of the Ministry of Construction proposed that the Korean Embassy and the Korean Ministry of Land, Infrastructure and Transport continue to support the Vietnamese Ministry of Construction in exchanging information, laws, policies, and experiences in urban and housing development, especially smart urban development and social housing; and enhancing the capacity of construction and urban management officials in Vietnam.

A representative of the Korean Ministry of Land, Infrastructure and Transport said that the VKC project was implemented during the Covid period, so there were many difficulties in the implementation process. However, the units between the two ministries did not hesitate to carry out the work well.

“Up to now, the VKC Center has become a typical example of successful cooperation between the two countries and the two ministries. The VKC Center will become a place for technological exchange and cooperation on smart cities between the two countries in the near future,” the representative of the Korean Ministry of Land, Infrastructure and Transport believes.

Attending and speaking at the event, Korean Ambassador to Vietnam Choi Young Sam emphasized that the relationship between Korea and Vietnam has recently been upgraded to a comprehensive partnership, especially in smart cities. In this context, according to Ambassador Choi Young Sam, the inauguration of the VKC Center is of great significance in strengthening the relationship between the two countries./.
