
According to the guidance of the Provincial People's Committee, when reorganizing administrative units at all levels, departments, branches, units, and district-level People's Committees develop a plan to hand over and receive financial resources, state budget, and assets to carry out the official handover as soon as the competent authority decides to issue the Project to reorganize administrative units at all levels and build a model of organizing a 2-level local government in Hai Duong province.
Before reorganizing the apparatus, each agency and unit must conduct an inventory of financial resources, state budget, assets, and prepare complete related documents according to regulations; review and thoroughly handle the conclusions and recommendations of the inspection and audit agencies that have not been implemented related to financial and other handling; take full responsibility for the records and documents related to financial resources and state budget up to the time the competent authority decides to reorganize and arrange the apparatus.
When handing over financial resources and state budget between agencies and units, a record of handover and acceptance between the parties must be made, including receivable and payable debts (if any); conclusions and recommendations of inspection and auditing agencies that have not been implemented. Do not allow loss of assets, financial resources, and state budget.
Regarding the 2024 state budget settlement, the district-level People's Committee shall complete the 2024 budget settlement in accordance with regulations, ensuring the time for submission to the People's Council of the same level for approval of the settlement, and at the same time send it to the higher-level financial agency. For the commune-level budget settlement, it shall be completed before April 30. For the district-level budget settlement, it shall be completed before May 31.
Provincial departments, branches, sectors, and budget units must complete the approval of the final settlement before June 15, 2025. The Department of Finance shall synthesize the final settlement of state budget revenue in the area, local budget revenue and expenditure in 2024, submit it to the Provincial People's Council for approval, and send it to the Ministry of Finance (and at the same time send it to the State Audit) before July 15.
Regarding the budget expenditure estimate for 2025, after rearranging the organizational structure, the Department of Finance will advise the Provincial People's Committee to submit to the Provincial People's Council a decision on the state budget revenue estimate in the area and local budget expenditure in 2025, including revenue sources and expenditure tasks between the provincial budget and the commune budget in the direction of stabilizing the division of revenue between the provincial budget and the commune budget after the rearrangement, ensuring revenue sources as in the communes before the rearrangement.
Revenue sources and expenditure tasks of the district-level budget before the rearrangement are transferred to the provincial-level budget for implementation. In case the commune level after the rearrangement is capable of implementing the tasks of the district-level budget before the rearrangement, it must report to the Provincial People's Committee to submit to the Provincial People's Council for consideration and decision.
The Provincial People's Committee requests the District People's Committee to direct specialized agencies, departments, and commune People's Committees to review and inventory the current status of working offices, public service facilities, and other public assets currently under management.
Develop a plan for asset division (in case of cessation of operations), a plan for arranging and reorganizing the working headquarters for new agencies and units after establishment. A plan for rearranging and handling houses, land and other public assets.
