The People's Committees of districts, cities and towns are responsible to the Chairman of the People's Committee for commanding and directing the work of natural disaster prevention, rescue and relief in the area. Direct relevant agencies and units (especially the current Chairman of the People's Committee at the commune level) to continue to closely monitor the weather and natural disaster situation, proactively and seriously, promptly and effectively deploy natural disaster prevention, rescue and relief in the area according to the motto "four on-site" with the goal of ensuring the safety of people's lives above all; absolutely must not be negligent, subjective, or lose vigilance. Urgently review and develop a plan to reorganize the force performing the task of natural disaster prevention, rescue and relief at the grassroots level according to the instructions of competent agencies, in accordance with the actual conditions of the locality to ensure smooth, effective and efficient operations from July 1, 2025 (after the district level ends its operations).
The Department of Agriculture and Environment closely monitors and supervises weather and natural disasters to promptly inform local authorities, functional agencies and people to proactively prevent, avoid and respond to minimize damage. The provincial police direct the commune-level police and affiliated units in the area to develop plans and solutions, proactively deploy support for people in the work of preventing, responding to, and overcoming the consequences of natural disasters and incidents. Proactively mobilize forces and means to participate in responding to natural disasters and incidents. Coordinate with competent agencies to strengthen inspection, detection, and strict handling of violations of the law on dikes, irrigation, natural disaster prevention, and illegal exploitation of natural resources and minerals that increase the risk of natural disasters according to regulations.
