At the inspection, Bien Hoa City Development Center said that to implement the project, the state had to reclaim land with a total area of nearly 33.4 hectares from 393 households (Thong Nhat ward 51 households, Hiep Hoa ward about 342 households).
To date, Bien Hoa City People's Committee has approved 22 rounds of compensation and support for 393 cases. To date, 28.5 hectares of land have been handed over, reaching a rate of over 85%. There are currently 4.89 hectares of land that have not been handed over.
The biggest difficulty now is that the households agree to hand over the land but request to be resettled in Hiep Hoa ward, because the households have lived here for a long time. The households hope that if they are resettled in place, most of them will agree to hand over the land.
However, the city currently does not have land for resettlement, causing difficulties if forced eviction is required.
The Provincial Traffic Construction Investment Project Management Board added that in addition to the area not yet handed over, there is about 2.1 hectares that have been handed over but cannot be constructed due to lack of access roads, affecting the construction progress and contract. Up to now, the construction volume of 5 construction packages has only reached about 50%.

Directing at the inspection session, Member of the Provincial Party Standing Committee, Secretary of Bien Hoa City Party Committee Ho Van Nam requested the Bien Hoa City People's Committee to direct the City Land Fund Development Center to coordinate with the People's Committees of Hiep Hoa and Thong Nhat wards to review households that have not yet handed over the land, consider the causes of the problems and determine solutions to promptly hand over the land.
The Bien Hoa City Party Secretary requested that specialized units and related wards clearly define their responsibilities to coordinate in resolving the issue quickly but in accordance with regulations, while not letting people suffer losses, avoiding prolonged complaints and minimizing the need to organize forced land acquisition.
“The tasks of each local unit must be clearly defined and completed, and responsibility cannot be passed back and forth in the site clearance of the Bien Hoa City Central Road Project. Difficulties and problems beyond the authority to resolve must be reported immediately so that the city can propose to the province to support and direct the resolution. After fulfilling all responsibilities and completing all compensation support procedures according to regulations, if households still do not hand over the site, the city will apply the "propaganda and mobilization" solution as applied in the Bien Hoa - Vung Tau Expressway Project through Bien Hoa City, which the city has just implemented effectively,” emphasized Bien Hoa City Party Secretary Ho Van Nam.
