Why are the 3 contractors constructing the Bien Hoa - Vung Tau expressway still behind schedule despite being reminded many times?

(DN) - Although the investor has sent many written reminders and criticisms, the construction progress of the 3 contractors in component project 1, Bien Hoa - Vung Tau Expressway Project is still slow.

Of these, 2 out of 3 contractors have not met the requirements of this project, and the investor has also issued a warning notice for violating the contract progress.

Many times remind, criticize

Component project 1, Bien Hoa - Vung Tau Expressway Project, is 16km long, passing through Bien Hoa city and Long Thanh district. The project was assigned by the Provincial People's Committee to the Provincial Traffic Construction Investment Project Management Board as the investor.

According to the Provincial Traffic Construction Investment Project Management Board, the project has 2 main construction packages with 9 contractors (including 1 subcontractor) participating in the construction. In report No. 831/BQLDACTGT-QLDA3 (dated May 23, 2025) of the Provincial Traffic Construction Investment Project Management Board on construction progress, considering handling contractors behind schedule of component project 1, Bien Hoa - Vung Tau Expressway Project and component project 3, Ring Road 3 - Ho Chi Minh City Project under the direction of the Prime Minister sent to the Provincial People's Committee, this unit said that, through review, currently, out of 9 contractors participating in the construction of this project, there are 3 contractors that are slow in construction, not ensuring the required progress including: Hai Dang Joint Stock Company (construction of package No. 21), Hoa Binh Joint Stock Company (construction of package No. 18) and Truong Son Construction Corporation (construction of package No. 18).

Notably, in the report of the Provincial Traffic Construction Investment Project Management Board, this unit also said that these 3 contractors had received many documents reminding, criticizing and warning about violating the contract progress with 2 contractors.

For Hai Dang Joint Stock Company, the Provincial Traffic Construction Investment Project Management Board coordinated with the inspection team of the Department of Construction to inspect and urge progress and issued 8 documents of reminders, criticisms, and notices of contract violations.

Similarly, with the contractor Hoa Binh Joint Stock Company, the Project Management Board also had 8 documents of reminders, criticisms, and notices of contract violations.

Regarding the contractor Truong Son Construction Corporation, the Provincial Traffic Construction Investment Project Management Board also issued 7 warning and criticism documents. At the same time, the Department of Construction Inspectorate also issued a record of administrative violations in the construction sector No. 01/BB-VPHC dated May 13, 2025.

On May 21, during a site inspection of the Bien Hoa - Vung Tau Expressway Project, Minister of Construction Tran Hong Minh emphasized that if any unit is slow in construction or does not meet requirements, it must be replaced to meet the project's progress.

The amount of work remaining is huge.

According to the Provincial Traffic Construction Investment Project Management Board, after many reminders and criticisms, all three contractors have increased machinery and human resources to serve the construction work.

However, according to the assessment, the number of motorbikes, equipment, materials, workers and construction organization of all 3 contractors as present does not ensure progress requirements, has not really been constructed with the spirit of 3 shifts, 4 teams while the volume to be performed is still very large, therefore, it will be difficult to complete the technical traffic opening according to the direction of the Prime Minister on December 19, 2025.

Specifically, for the contractor Hai Dang Joint Stock Company, 4 construction teams are currently being deployed with 76 motorbikes and equipment; 15 workers and technical staff. Up to now, the cumulative construction value has reached 33/332.6 billion VND according to the contract, reaching 10% of the contract value. Meanwhile, the remaining construction volume is very large, including: roadbed construction of more than 304 thousand m3 of soil, more than 3.3km of road surface construction with crushed stone, hot asphalt concrete, traffic safety items, slope reinforcement... According to the assessment, the contractor's slow construction is due to the lack of initiative in the source of filling soil.

As for the contractor Hoa Binh Joint Stock Company, up to now, the contractor has mobilized 2 pile drilling construction lines, 27 workers, and technical staff. However, the remaining workload is very large and must be completed before October 30, 2025 to ensure the earthwork of the bridgehead road to meet the overall progress of the project.

For the contractor Truong Son Construction Corporation, currently 6 cement reinforced soil pile drilling lines, 10 road rollers, 3 bulldozers, 1 grader, 6 excavators, 2 bored pile drilling lines and 80 workers and technical staff have been arranged. However, the remaining construction volume of this contractor is very large, especially the work of drilling cement reinforced soil piles to treat weak soil requires a lot of time, while the remaining construction time is not much. It is worth mentioning that currently, this contractor has not yet proactively sourced soil for roadbed filling and is submitting to the competent authority for permission to exploit Group IV minerals to serve the construction.

Previously, during the inspections of the construction progress of this project, Vice Chairman of the Provincial People's Committee Ho Van Ha also assessed that the reason why contractors were slow in construction and did not meet requirements was due to not proactively preparing raw materials, and the number of machines, equipment, and personnel did not meet the requirements of the bidding documents.
