Implementing the Government's directives, Quang Ninh province has had many measures and models, focusing on leadership, management, and organization to implement the task of improving the investment and business environment, enhancing the local competitiveness. Thereby, it has contributed to achieving quite comprehensive, outstanding, breakthrough results, creating a strong driving force for rapid and sustainable socio-economic development.

Accordingly, in the leadership and direction of the province, the province has been proactive, resolute and innovative in its direction and direction, creating synchronous participation from all levels, sectors and the entire political system in the effort to reform administration and improve the investment and business environment. In particular, effectively implementing 3 strategic breakthroughs, such as the system of transport infrastructure, urban areas, services, tourism, culture, sports, health, education... the task of administrative reform has made a breakthrough, promoting efficiency; building a streamlined, clean, strong, modern and effective administrative agency system; improving the quality of human resources.

Regarding the implementation of some new ways to support and remove difficulties for investors and enterprises, the province has established a subcommittee for production, goods circulation and a command center. Quang Ninh is one of the pioneering localities, boldly empowering the investor and business community; building a culture of accompanying investors and businesses, creating an open and friendly space; improving the effectiveness of interaction between the government and people, investors and businesses.

In the resolution on annual work directions and tasks, the province always prioritizes emphasizing the targets, tasks, and solutions to strongly promote administrative reform, improve the investment and business environment, enhance competitiveness, and improve the quality of service to people and businesses. In particular, on April 9, 2021, the Provincial Party Committee issued Resolution No. 05-NQ/TU on promoting administrative reform, improving the investment and business environment, enhancing provincial competitiveness in the period of 2021-2025, with a vision to 2030, demonstrating the determination, daring to think, daring to do in the leadership and direction of the Party Committee and the government of Quang Ninh province in the process of building a creative government, taking the satisfaction of people and businesses as a measure of service.

Every year, the Provincial People's Committee issues an action plan on improving the investment and business environment in line with the Government 's directives; sets out specific goals, tasks and solutions. In particular, all 128 PCI component indicators are assigned to departments, branches and sectors to take the lead in implementing them to enhance responsibility and create real participation of each agency and unit in the province.

In 2024 alone, the Provincial People's Committee issued about 20 documents directing the implementation of work to improve the investment and business environment and support businesses. Most of them focused on providing specific tasks and solutions for difficult tasks and "bottlenecks", such as tasks and solutions to remove difficulties for production and business, continue to promote administrative procedure reform, tighten discipline and order. Support businesses, cooperatives, and business households to improve operational efficiency and sustainable development; improve the efficiency of handling administrative procedures, provide public services to serve people and businesses. Support small and medium enterprises; develop businesses, creative startups and develop key products, build the Quang Ninh brand...

To improve competitiveness, identifying the construction and publicization of planning as one of the top priority tasks for socio-economic development and investment attraction, Quang Ninh is one of the pioneering localities to hire leading international consultants to synchronously establish 7 strategic plans (master plan for socio-economic development; provincial construction plan; land use plan; environmental plan; human resource development plan; tourism development plan; science and technology development plan) with a long-term, scientific and high-quality vision, further increasing the value of the locality's tangible and intangible assets, creating great opportunities to increase the value of financial resources and assets of investors...

These plans have closely followed the province's development space of "one center, two multi-dimensional routes and two breakthroughs", ensuring connectivity to promote the strengths of each locality in the province and of the entire Red River Delta, as well as the key economic region of the North. At the same time, Quang Ninh also hired a foreign consulting unit to develop an integrated plan for the period 2021-2030, with a vision to 2050. Thereby, creating transparency in publicizing and announcing plans according to international standards as a basis for calling for and attracting investment resources.

Quang Ninh also always pays attention to listening, sharing and solving difficulties for businesses and investors with a proactive and decisive spirit. There are solutions to help businesses overcome challenges in capital, human resources and market expansion. Departments, branches, sectors and localities in the province regularly organize specialized conferences to meet, listen and solve difficulties and problems for businesses; organize business cafe programs with the theme "Resolving problems in policies"; work with businesses with proposals and recommendations on the field of natural resources and minerals every Saturday...

Since the beginning of 2024, the province has worked with 600 businesses. Thereby, hundreds of opinions, recommendations, and difficulties have been listened to, recorded, and resolved, helping businesses and investors in the province have increasingly good conditions to stabilize production and business activities.
