"Coding" the guiding principles of extra teaching and learning
The Ministry of Education and Training said that in two days (March 5-6), this agency inspected the implementation of Circular 29 on extra teaching and learning in Hai Phong and Bac Giang . To implement Circular 29 on extra teaching and learning, each locality and school "coded" differently in easy-to-understand and easy-to-remember guiding principles.

Deputy Minister of Education and Training Pham Ngoc Thuong spoke at a working session with the Department of Education and Training of Bac Giang province on the implementation of Circular 29 on extra teaching and learning.
At the meeting, Deputy Director of the Department of Education and Training of Bac Giang, Bach Dang Khoa, said that to implement Circular 29, the department has directed educational institutions to effectively promote human resources, facilities and existing funding to develop plans to organize extra teaching and learning in schools, ensuring scientific, appropriate and in accordance with regulations, especially for final year students.
Schools review the division of professional work, utilize the number of hours of teachers who have not yet arranged enough labor norms to assign extra teaching to final year students. Arrange funding for extra teaching and learning in schools from the budget allocated to units in 2025.
Encourage teachers in schools to teach and supplement knowledge for students to ensure the output threshold of each subject and commit to implementing the 2K-2T solution well (2K is not collecting money from students, not using the state budget; 2T is voluntary teaching of teachers, voluntary learning of students).
In the draft decision regulating the management of extra-curricular teaching and learning in Bac Giang province, the Department of Education and Training has advised the Provincial People's Committee on the reporting regulations of extra-curricular teaching and learning establishments when they come into operation. The Department of Finance is responsible for providing specific guidance on business registration of these establishments in accordance with the law.
In Hai Phong, the Department of Education and Training said it had established three inspection teams and also publicly announced the place to receive citizens at the agency's headquarters and the phone number used to receive and handle feedback on extra teaching and learning in the city.
The Ministry of Education and Training thoroughly implements '5 no's - 4 promote' in the management of extra teaching and learning.
The Department of Education and Training also coordinated with the Hai Phong Department of Finance to study and propose to the City People's Committee to support appropriate funding for educational institutions to organize review and training for students whose final semester subject results are not yet satisfactory; to train excellent students and final grade students, contributing to improving the quality of education, especially for students who still have difficulties in studying, students with poor health, and students from difficult family circumstances.

Forming self-study classes
Along with that, Mr. Quy also mentioned the solutions that the school is implementing to create new habits, habits of not teaching extra classes, learning extra classes, habits of self-study. Accordingly, the school has rearranged teaching for all grades, focused on building a self-study movement, issued self-study instructions, teachers do not get lost in knowledge but improve students' thinking and synthesis ability.

Thanks to that, 32/42 classes have now formed self-study classes, using the school's facilities for self-study and group study. Students study on the school's app, teachers assign and supervise. Since March, the school has added 15 activities so that students do not go to school alone, and students still come to school in the afternoon to participate in activities.
Although Circular 29, if well implemented, will protect the image of teachers, Mr. Quy also hopes that policies and regulations for teachers need to be improved so that teachers can live a healthy and happy life with their profession.
Speaking at a working session with the Departments of Education and Training, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, said that with the Politburo's decision to exempt tuition fees for students from kindergarten to high school, it is correct to teach and study extra in schools without charging fees.
"We can't say that teachers' income has decreased because they can't teach extra classes. We need to look at many other professions, at preschool teachers and teachers of subjects that don't teach extra classes," said Mr. Thuong.
According to the Deputy Minister of Education and Training, implementing Circular 29 well will soon form the capacity for self-study, autonomy, and independence for students right from high school, and the safety zone of students will be expanded beyond school. Self-study, Mr. Thuong acknowledged, does not mean being alone. For high school students, teachers are creators, commanders, and guides, not just imparters of knowledge.
