Checking the implementation of ethnic and religious work after merging administrative units

On the afternoon of September 22, at the People's Committee of Tan Lac commune, the Department of Ethnic Minorities and Religions inspected the implementation of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas; ethnic and religious work in the communes of Tan Lac, Cao Phong, Muong Bi, Van Son, Toan Thang, Muong Hoa, Muong Thang, and Thung Nai. Comrade Nguyen Van Thang - Member of the Provincial Party Committee, Director of the Department of Ethnic Minorities and Religions chaired the meeting.

At the meeting, representatives of the communes reported on the results of the implementation of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas; ethnic affairs; and religious affairs when implementing the two-level local government. Accordingly, the National Target Program for Socio-Economic Development has received attention from all levels and sectors, initially improving the material and spiritual life of the people. The implementation of ethnic and religious policies continues to receive attention and focus; policies for prestigious people are guaranteed.

However, the current difficulty is that the departments in charge of implementing the programs are mostly part-time and do not have much experience in project planning and implementation, so they still face many difficulties in the project implementation process.

The communes recommended that the Department of Ethnic Minorities and Religions propose to the Provincial People's Committee to direct departments and branches to provide specific instructions for implementing the program's contents; promulgate procedures for project implementation steps and sample documents for each field and project for commune officials to apply synchronously and uniformly for implementation; provide specific instructions on the appraisal of project estimates at the commune level such as projects for purchasing seeds and crops, projects for operation and maintenance of works, and organize training programs to improve professional qualifications for officials and civil servants at the communes on the program to meet job requirements in the new situation.

Concluding the inspection, comrade Nguyen Van Thang - Director of the Department of Ethnic Minorities and Religions requested the People's Committees of communes to continue reviewing the programs and projects under the National Target Program that have been allocated to the communes and proactively and be ready to direct cadres to fully implement the program to ensure the right subjects, correct program content and administrative procedures according to the provisions of law.

The implementation of administrative procedures on ethnic and religious affairs has been fully and specifically deployed. However, during the implementation process, the commune needs to continue reviewing difficulties and problems and report to the Department for timely guidance.

Regarding ethnic and religious affairs, the Director of the Department requested that communes proactively implement policies and regimes for prestigious people in the area; proactively resolve and handle issues of belief and religion immediately, avoiding the emergence of hot spots. In the coming time, the Department is responsible for opening training courses, training and fostering for grassroots cadres working on religion and belief in the province.
