The rate of excellent students is unusually high in many places.
Speaking at the conference, Mr. Nguyen Quang Huan, member of the Presidium of the Central Committee of the Vietnam Fatherland Front, deputy of the 15th National Assembly, assessed that the draft Political Report emphasized the goal of building a modern national education system, integrating internationally, on par with the region and the world, which is consistent with the spirit of Resolution 71 of the Politburo. This is a solid foundation to realize the aspiration of becoming a developed, high-income country by 2045.
However, Mr. Huan said that in education , it is necessary to first overcome the situation of "favouring" degrees and exams that are too formal. The draft has stated the requirement to "improve the quality of education and training of human resources, especially high-quality human resources", but in reality, the mentality of "preferring degrees and exams" is still widespread, and exams are not yet serious.
To properly implement the spirit of the draft, Mr. Huan said that it is necessary to strongly innovate the assessment method based on practical capacity, eliminate the current ranking of learning outcomes and not publicly announce students' exam scores and test scores as some advanced countries are doing.
At the same time, remove unnecessary requirements for certificates and diplomas in the recruitment and appointment of civil servants and public employees and replace them with direct interviews to evaluate personnel.
Second, Mr. Huan recommends resolutely pushing back the disease of achievement. "This is still a painful reality of our country's education system. The unusually high graduation rate and excellent student rate in many places reflects that the disease of achievement has not been thoroughly resolved," Mr. Huan acknowledged.
From there, Mr. Huan suggested that it is necessary to evaluate the quality of education through independent surveys, link the responsibility of the head of educational institutions with actual results and apply AI technology to prevent cheating in exams.

Tightly manage the problem of extra teaching and learning
At the same time, the member of the Presidium of the Central Committee of the Vietnam Fatherland Front also said that it is necessary to strictly manage the problem of extra teaching and learning.
Accordingly, it is necessary to issue a code of conduct in the education sector, thereby clearly defining the concept of ethics in teaching and learning.
According to Mr. Huan, extra classes should only be offered when there is a real need and for the right target audience according to a unified management framework. Teachers will decide for themselves whether to open extra classes based on the ethical foundation clearly defined in the education sector's code of conduct.
In addition, there should be an education fund to encourage support for teachers and students in remote areas, areas with difficulties compared to the national average; and strictly handle the situation of forced or commercialized extra teaching.
Mr. Huan also suggested updating the education program according to international standards. Accordingly, it is necessary to build a mechanism to review and update periodically every 3-5 years, adding content on new technology, digital economy, green economy; ESG enterprises or behavioral economics...; refer to programs of advanced countries but preserve Vietnamese identity; have an interdisciplinary appraisal council to ensure a balance between integration and national characteristics.
Next, Mr. Huan suggested having a comprehensive strategy on international students and postgraduate training abroad.
According to him, to achieve the goal of building an education system on par with the region and the world, and avoid "brain drain", it is necessary to have a synchronous study abroad strategy, prioritizing professions that the country cannot yet train itself or that are not yet of high quality; at the same time, improve the working environment, salaries, and research conditions so that international students can return to contribute to the country.
