Overseas Vietnamese join hands to build Vietnam's future

It is necessary to innovate the way of mobilizing overseas Vietnamese, not only towards the homeland and country but also towards accompanying and creating common values, as co-creators of Vietnam's future.

The 14th Party Congress and overall development orientation

The draft documents of the 14th National Congress have correctly identified the spirit of inheritance and innovation, focusing on building a country that "develops rapidly, sustainably, prosperously and happily".

However, it is necessary to more clearly demonstrate the vision of comprehensive human development in Vietnam, not only as a resource, but also as the goal of all policies.

I propose that the document emphasize more three fundamental values:

First , National Independence - Self-reliance - Humanity, as the basis for sustainable development.

Second, identifying green transformation, digital transformation and human resource transformation as the three strategic pillars of the new era.

Third, add a development perspective based on "Vietnam's creativity, culture and knowledge in deep international integration."

Economic development and environmental issues

In my opinion, the document needs to more strongly affirm the orientation of developing an independent and self-reliant economy associated with deep and effective integration. Some specific recommendations:

Regarding green and circular economy: This should be considered not only as a trend but also as a mandatory strategic choice to respond to climate change and create new growth space.

Regarding knowledge economy and innovation: There should be a breakthrough mechanism in investment for research and development (R&D), promoting high-tech enterprises and regional creative startup centers, especially in localities with potential for young human resources.

Regarding agricultural and rural development: It is necessary to supplement the orientation of building civilized, ecological, modern rural areas, associated with food security and protecting regional cultural identity.

On reducing regional inequality: The document needs to clearly state specific financial mechanisms for mountainous areas, ethnic minorities, border areas and islands, in order to narrow the development gap.

Environmental protection and regeneration:

This is a very urgent issue, especially in recent times when we have seen the consequences of loss and reduction of forest area.

Therefore, I propose to make the task of forest regeneration a national strategic goal: Building a program for ecosystem restoration and natural forest regeneration nationwide; Strengthening forest environmental services and carbon economy to mobilize social resources.

Strictly manage forest-land-water resources, resolutely respond to climate change. We need to shift from resource exploitation to resource regeneration, from green development to green recovery.

Culture, society, education and human development

The document needs to highlight more the viewpoint that "culture is the spiritual foundation of society, an important endogenous strength ensuring sustainable development."

I propose to add the following contents: Building a healthy cultural environment in cyberspace; Preserving cultural heritage associated with sustainable tourism; Developing comprehensive education, focusing on digital citizenship education and creativity; ensuring gender equality, social security and caring for the young generation, considering this as the foundation of national happiness.

The document needs to highlight more the viewpoint that Vietnamese culture must become national soft power, positioning Vietnamese values ​​on the world map; promoting the unique values ​​of Vietnamese culture: Compassion - Resilience - Creativity - Peacefulness.

Regarding education and training: More specific policies and goals are needed to build a modern vocational education system, closely linked to business needs, meeting skill standards in the global value chain; Focus on training highly skilled human resources; Form a network of high-quality vocational schools in major industrial and service centers; Develop digital skills, green skills and professional ethics for learners right from high school, intermediate and college levels; Highly skilled vocational human resources must be identified as a pillar of the national human resources, not secondary to universities.

Overseas Vietnamese and people's diplomacy

Overseas Vietnamese should be identified as an important strategic resource in national integration and development. In the context of geopolitical competition and global power shifts, people-to-people diplomacy should be identified as an official pillar of Vietnam's diplomacy, along with Party foreign affairs and State diplomacy.

I propose that the document emphasize the following strategic orientations: Promoting the role of the overseas Vietnamese community as a global strategic resource; Considering knowledge and the global Vietnamese network as an important driving force to raise the country's status; Building an ecosystem connecting overseas Vietnamese in strategic sectors: science and technology, innovation, digital transformation, environment, health, education, non-traditional defense and security; Improving the effectiveness of citizen protection, supporting social integration and preserving Vietnamese identity for the young generation born and raised abroad.

Above are some comments contributed to the documents of the 14th Party Congress by a Vietnamese living far away from his homeland, wishing to accompany the nation to contribute to building a developed, prosperous, and happy country, bringing Vietnam not only far but also high in the international arena.
