-Sir , in the article, General Secretary To Lam clearly stated that it is necessary to thoroughly grasp the orientation of viewpoints and awareness of the role of the private economy as the leading important growth driver of the country. What do you think about this issue?
Associate Professor, Dr. Nguyen Thuong Lang: I think this is a conclusion that has been carefully and thoroughly considered, deeply thought through the stages of history as well as the transition of the economy from a centrally planned to a socialist-oriented market economy, especially in nearly 40 years of proactive and active innovation and integration.
Equal competition among economic sectors shows that the private economy, although not playing a leading role like the state economy (according to the 2013 Constitution), is essentially a long-term, economic sector that plays a profound role in covering society.
This is the sector that "carries" social members who are at risk of being left behind when the state economic sector and the foreign-invested economic sector no longer employ these workers, or when the unemployed or those without formal jobs are unconditionally accepted by the private economic sector.
This shows that the Vietnamese private economy has noble humanistic values, tolerance, generosity, or a social inclusive nature. The article talks about the very strong motivation and the rise of the private economy when other components are revealing limitations.

While the state economy mainly focuses on natural monopoly areas, the foreign-invested economy often moves with the investment wave, the private economy is with people of all ethnicities, ages, and professions.
Reality shows that it is necessary to "make peace" with the private economy which has been treated unsatisfactorily despite its significant contribution to GDP growth and job creation, and also to "heal" the prejudiced mindset towards the private economy in the past, and also to put in the right place, the potential and the development potential that can explode without limit in the future.
It can be said that this is a fundamental change, bringing the private economy from being left out of the planned economy to having a position, role and motivation worthy of Vietnam's rising era.
Looking at the experience of countries in the take-off stage, they all need powerful private economic groups that master advanced technology, foster national traditions and strength, flexibly and creatively exploit international resources, are sensitive to opportunities, and always comply with and respect the laws of market interests.
Need to perfect development institutions towards true equality
- In order for the private economy to assume the role as the General Secretary pointed out in the article, what factors do you think need to be paid attention to?

Prof. Dr. Nguyen Thuong Lang: For the private economy to play the most important role as a driving force for development, it is necessary to have the largest and best quality force, connect, converge the elite and spread the country's talents, know how to stand on the shoulders of giants, especially global giants to create a launching pad for development, create a development trend for the country's economy in the new period, constantly innovate and quickly master the pinnacles of technology.

To achieve the set goals, there needs to be a synchronous, substantive and long-term solution. First of all, it is necessary to perfect the development institution towards true equality among economic sectors, especially in accessing land resources, capital, opportunities, rights and obligations.
The review of policies must follow the principle of non-discrimination. The biggest preferential policies for the state-owned economy and the economy with foreign investment capital are also automatically enjoyed by the private economy, such as tax exemptions and reductions, access to projects and orders, etc.
At the same time, there should be adequate additional incentives for the private economy based on its contribution to the overall economy in areas that play a role in "healing" the inefficiencies or inefficiencies of the state economy.
There is a support mechanism when the private economy is at risk and there is a strategy for both breadth and depth of development such as increasing the number of private enterprises, promoting start-ups and transferring a part of the ineffective state and collective economy to the private economy. Encourage the private economy to invest abroad and connect the network to support each other's development.
For the Industry and Trade sector, this is a particularly important sector, and there needs to be a mechanism to support the private economy through resolutions or specific documents on direct and indirect support.
