For example, last March, during the inspection of construction order (TTXD) in the area, the People's Committee of Trung Thanh Ward discovered that Mr. Trinh Van Hung's family, in Thu Lo residential group, had organized the construction of a single-family house (area of ​​82m2) without a construction permit. Mr. Hung said: Because I did not fully understand the State's regulations during the construction process, I violated them. After being informed and reminded by the People's Committee of the ward, my family strictly complied with the administrative penalty, stopped construction to apply for a construction permit according to regulations.

According to information from the Department of Economics, Infrastructure and Urban Areas of Pho Yen City, from the beginning of 2025 to now, the City People's Committee has issued decisions to sanction administrative violations of construction regulations in 5 cases, with a fine of over 230 million VND.

The reason for this situation is that some people do not understand or grasp the legal regulations on construction, land, and planning, or deliberately ignore the regulations to build according to their personal needs. In addition, the team of urban management staff at the grassroots level is still small, while the number of constructions in the area has increased dramatically, so inspection and supervision are not timely.

Basically, households building houses in Yen Binh Urban Area comply with the provisions of the law on land and construction planning.

Based on the above reality, to ensure strict implementation of legal regulations on planning and construction management, and to avoid violations, in recent times, the People's Committee of Pho Yen City has issued many directives on this content. In particular, the city has strengthened the dissemination of legal regulations on construction, planning and land to the people, in order to raise awareness and compliance. Strictly implement the public announcement of approved construction plans, and at the same time organize the placement of boundary markers in the field so that people, organizations and businesses know, implement and monitor the implementation according to the plan. In particular, the City People's Committee has also seriously, publicly and effectively collected opinions from people, relevant agencies and organizations when making and adjusting plans.

To effectively manage construction works in the locality, the city has maintained periodic inspections every 1-2 weeks and conducted surprise inspections to promptly detect, prevent and strictly handle violations. Particularly for construction works, the City People's Committee focuses on strictly controlling compliance with legal regulations on land, construction planning, fire prevention and fighting, traffic safety corridors, construction licensing management, and construction quality management.

At the same time, direct the City Traffic and Construction Order Management Team and the People's Committees of communes and wards to resolutely and strictly handle violations of encroachment on traffic corridors, promptly enforce clearance of violations of land of traffic works and traffic safety corridors, create clean corridors without obstacles that obscure the view...

Mr. Tran Xuan Chung, Head of the Construction Order and Traffic Management Team of Pho Yen City, informed: From the beginning of 2025 until now, we have coordinated with the City Construction Investment Project Management Board, People's Committees of communes and wards to organize more than 20 inspections and supervisions of construction activities at residential projects, urban areas, and traffic routes; At the same time, we assigned staff to arrange vehicles and be on duty all day on Saturdays, Sundays, holidays and outside of working hours, in order to promptly detect and prevent violations.

In addition to strengthening inspection and handling of violations of construction regulations, the City People's Committee also focuses on improving the quality of construction licensing, applying information technology to planning management and monitoring the progress of projects. Currently, the cadastral information system and digital planning maps are being gradually completed by Pho Yen City, helping people easily access information and carry out procedures in accordance with regulations.
