In particular, it will review and count the number of civil servants working in civil status; have solutions to arrange appropriate resources for commune-level units to ensure the reception, registration, management of civil status, adoption; guide the handling of work, administrative procedures and records in the field of civil status, adoption in the process of organizing 2-level local government.
The Department of Justice provides guidance on archiving, preserving, exploiting, using, and transferring books and records on household registration, adoption, and certification; provides guidance on handling tasks related to district-level legal reporters, district-level legal dissemination andeducation coordination councils, grassroots mediation work, assessment and recognition of communes, wards, and towns that meet legal access standards; provides guidance on handling, transferring tasks, and state compensation cases arising before and after the merger; provides guidance on handling tasks of registration and providing security measures using land use rights and assets attached to land.
At the same time, review and evaluate the organization and operation of the Provincial State Legal Aid Center and develop a project to improve the center's organizational structure, ensuring effective operation in the context of restructuring administrative units at all levels.

The Provincial People's Committee Office coordinates to adjust the Provincial Administrative Procedure Information System to ensure uninterrupted reception and processing of online civil status registration applications. Departments, branches, and district-level People's Committees promptly disseminate and propagate the implementation of the policy of rearranging and reorganizing administrative units and building a 2-level local government organization model.
