The Standing Committee of the Provincial People's Council decided to convene the 33rd session - a thematic session to review, discuss and approve a number of important contents that have positive impacts on socio- economic development , state budget management and operation ; speed up the implementation and disbursement of public investment capital sources and national target programs; ensure consistency and conformity with the 2-level local government model.
Vice Chairman of the Provincial People's Committee Nguyen Van De reported the summary of the contents of the Draft Resolutions submitted to the 33rd session.
At the meeting, based on the submission of the Provincial People's Committee, the delegates raised the spirit of responsibility, promoted democracy and intelligence, focused on research, discussion, and unanimously voted to pass 19 Resolutions. Including 08 Resolutions regulating the law on Mechanisms and policies to support socio-economic development of Do Luong commune in the period of 2026 - 2030 ; policies to support social protection beneficiaries; 04 Resolutions amending and supplementing regulations related to the field of agriculture - environment and 02 Resolutions in the field of justice; 11 individual Resolutions related to the field of agriculture - environment, budget, public investment, National Target Program...

Specifically, the Provincial People's Council unanimously approved the Resolution on allocating additional revenue from the Central budget in 2024 to supplement the Nghe An provincial budget for reinvestment according to the provisions of Resolution No. 36/2021/QH15 dated November 13, 2021 of the National Assembly. Accordingly, the provincial budget will be supplemented with an amount of VND 52 billion for reinvestment according to the provisions of Resolution No. 36/2021/QH15 dated November 13, 2021 of the National Assembly for the project "Construction of a connecting road between the traffic route connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky) with National Highway 48E".

The Provincial People's Council also unanimously approved the Resolution adjusting the 2025 public investment plan from the local budget with the following contents: Adjusting the plan down for 06 projects, with a capital of 33,297 billion VND; adjusting the plan up for 02 projects, with a capital of 33,297 billion VND.
Regarding the Resolution regulating the mechanism and policies to support the socio-economic development of Do Luong commune in the period of 2026 - 2030 with the following content: In the period of 2026 - 2030, Do Luong commune budget is entitled to a maximum of 1,000 billion VND from land use fee revenue, the provincial budget portion of which is enjoyed in the commune to invest in the construction of key and essential works in the list issued with the Resolution.
At this meeting, the Provincial People's Council also unanimously approved the list of 08 projects requiring land acquisition in the province with a total area of 466.09 hectares of land, currently including: 51.93 hectares of rice land; 38.23 hectares of production forest land; 9.1 hectares of protective forest land and 366.83 hectares of other land...
The Provincial People's Council also resolved to adjust and reduce the total regular expenditure from the central budget to implement the National Target Program on Sustainable Poverty Reduction in 2025, allocated in Resolution No. 17/NQ-HDND, by more than VND 9,762 billion to return to the central budget; at the same time, adjust the allocation for communes and wards (after the merger) with a total budget of more than VND 326,385 billion.
Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu delivered a closing speech at the meeting.
Speaking at the closing session, on behalf of the Provincial People's Council, Chairman of the Provincial People's Council Hoang Nghia Hieu requested the Provincial People's Committee, all levels, sectors, localities and relevant units to focus on synchronous implementation so that the recently passed Resolutions can be effectively promoted.
In addition, to promptly deploy the preparation work for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the Provincial People's Council requests all levels, sectors, localities and units to continue to thoroughly grasp and seriously and effectively implement the directive documents of the Central Government, the National Assembly, the Government and the province, ensuring that the election is conducted democratically, in accordance with the law, safely, economically and truly a festival for all people.
The Chairman of the Provincial People's Council also noted that there is not much left until the regular meeting at the end of 2025; the workload is large, with many very important contents. The Provincial People's Council requested the Provincial People's Committee to direct the Departments and branches to review and carefully prepare the content, ensuring compliance with procedures and regulations; urgently complete the draft Resolution documents to be submitted to the session and send them to the Standing Committee of the Provincial People's Council to direct the Provincial People's Council Committees to review as assigned. At the same time, request the Provincial People's Council Committees to prepare well for the review of reports and draft resolutions to be submitted to the session as assigned to ensure quality; carefully review draft resolutions by field after review, acceptance, and explanation of the drafting agencies before submitting them to the Provincial People's Council session.
Towards the 43rd anniversary of Vietnamese Teachers' Day (November 20, 1982 - November 20, 2025), on behalf of the Provincial People's Council, the Chairman of the Provincial People's Council sent congratulations and gratitude to teachers and those working in the education sector; acknowledged and commended the contributions of the education sector in improving the quality of human resources, serving the cause of economic - cultural - social development of the province.
