From a purely agricultural district, the economy has now developed at a fairly high rate, the economic structure has shifted in the right direction, increasing the proportion of industry - construction - services, gradually reducing the proportion of agriculture - forestry - fishery. In the first 6 months of 2024, the value of industrial and handicraft production reached 4,559 billion VND, reaching 57.88% of the plan, up 14.12% over the same period; the budget revenue in the area reached 665.4 billion VND, equal to 666.09% over the same period in 2023.
Having gone through many times of merging, separating boundaries, and changing place names throughout the hundreds of years of history of land reclamation, land establishment, and village establishment, generations of people in Giao Thuy district have always been united, unanimous, and courageous in creating their homeland. In particular, in the recent period, with the attention of the Central and the province, the dynamism and creativity of Party committees at all levels, local authorities, and the solidarity and consensus of all classes of people in the district, Giao Thuy has made a strong breakthrough in investing in comprehensive development of socio-economic infrastructure. In September 2020, the coastal road section through the province with a total investment of 2,655 billion VND, a total length of 65.58km, passing through 24 communes and towns in the three coastal districts of Giao Thuy, Hai Hau, and Nghia Hung was started at the location of Giao An commune (Giao Thuy). On June 30, this traffic route was completed and put into use. From here, the traffic of Nam Dinh province, including Giao Thuy district, joins the coastal road - one of the most important roads of the country and one of the important development orientations of the northern coastal provinces in terms of trade, tourism , and marine economy; shortening the transportation distance between Nam Dinh province and Thai Binh and Ninh Binh provinces, connecting with the regional traffic network and the national traffic system. In addition, the new Nam Dinh - Lac Quan road - the coastal road that has been invested in by the province is being focused on accelerating the construction progress to put into operation soon with the joining of this traffic axis, which will help Giao Thuy district circulate and connect more conveniently from many directions. These vital traffic axes and connections have helped Giao Thuy not only overcome traffic disadvantages, turning from the position of a "dead-end" road into the entry point of the coastal road, connecting directly with large, dynamic key economic regions such as Quang Ninh, Hai Phong; From there, many opportunities to attract investment are opened. Taking advantage of these new advantages, Giao Thuy has accelerated, accelerated the roadmap, progress, invested thousands of billions of VND to build strategic infrastructure projects of long-term significance, creating momentum for the long-term socio-economic development of the district. Typical projects include the renovation and improvement of Ngo Dong town sidewalks; the routes: Con Nhi - Giao Thien (Huu Song Hong road), Thien - Lam (Giao Hai - Quat Lam town section); Lac Lam (Con Nhat - Vong market section); Giao Tien - Giao Tan - Giao Thinh (Ta Song So road); Giao Ha - Giao Xuan (connecting from National Highway 37B to the coastal road); renovation of Diem bridge; construction of a new Giao Nhan arch bridge; embankment of Giao Son canal; investment in renovation and construction of Quat Lam beach area; construction of concentrated residential areas...
The district has also proactively done well in planning and planning management; basically ensuring the initiative in all planning related to investment in construction project portfolios, arrangement, and supply of land funds to serve the needs of infrastructure construction, production and business development to serve as a basis for promoting and attracting investors, serving the needs of economic development. In particular, the district has integrated into the Provincial Planning 12 industrial clusters (ICs) in the district with a total area of 812 hectares; 6 industrial parks (IPs) with a total area of 2,410 hectares (Hai Long IP 1,100 hectares, Thinh Tan IP 400 hectares, Giao Thinh IP 200 hectares, Lac Xuan IP 210 hectares, Thanh Huong IP 250 hectares). The locations of the IPs and ICs in the district are mostly along the coastal route to facilitate the movement of raw materials and goods. In the planning scheme for the development of tourism, real estate and resorts in the whole province, Giao Thuy district is planned to develop Xuan Thuy National Park as an eco-tourism area of 15,000 hectares, Quat Lam sea tourism area of 195 hectares, Giao Thuy urban eco-tourism resort including a complex of housing, resort services, sports , golf course of 270 hectares and Bach Long high-class beach tourism, resort, golf course and entertainment area of 250 hectares.
One of the highlights of improving the competitiveness and attracting investment of Giao Thuy in recent times is actively reforming and improving the quality of administrative procedure settlement. The district has drastically reformed administration, cut down on unnecessary meetings, spent time approaching and closely following investors and businesses operating in the area to grasp the situation, and promptly support the resolution of arising difficulties and problems. Instead of assigning each agency to handle the problem individually, the district took the lead in organizing a session with the participation of all relevant departments, offices, and units to resolve the problems in the fastest way. Coming to Giao Thuy, investors are also proactively supported by the district in site clearance and providing clean land; avoiding negative situations when investors have to directly do site clearance work, reducing costs of accessing industrial land funds.

With the desire to have many large enterprises and corporations in the locality, instead of waiting for investors to come to them like many years ago, recently the district has actively participated in the province's investment promotion activities such as: Conference to announce the Nam Dinh Provincial Planning for the period 2021-2030, vision to 2025 and Provincial Investment Promotion; participating in the Provincial Working Group to promote direct investment in many countries and territories around the world such as Europe, Taiwan, China, Korea, Japan, Australia, New Zealand, etc. The district has also proactively contacted, sent invitations, and paid attention to maintaining and strengthening relationships with investors, especially strategic domestic and foreign enterprises. Thanks to that, the district has approached and signed many commitments and cooperation agreements with partners: 3 out of 9 investors signed a memorandum of understanding at the Conference to announce the Nam Dinh Provincial Planning for the period 2021-2030, with a vision to 2025 and the Provincial Investment Promotion organized at the beginning of the year, which is a project in Giao Thuy area, including: Vietnam - Singapore Urban and Industrial Development Joint Stock Company (VSIP) surveyed and studied investment in infrastructure of Hai Long Industrial Park (scale of 1,100 hectares); Flamingo Group surveyed and studied investment in eco-tourism areas; An Thinh Group Joint Stock Company surveyed and studied investment in resorts, sea bathing, sports, golf courses, high-class coastal entertainment areas... In particular, the project to build infrastructure of Hai Long Industrial Park with a scale of about 1,100 hectares has been focused on implementing procedures to soon start construction.
In addition, many investors, including large corporations such as SunGroup, VinGroup... have approached, promoted and planned to deploy investment in the district. Giao Yen Infrastructure Construction and Trading Joint Stock Company invested in building technical infrastructure of Giao Yen Industrial Park with a total estimated investment of 750 billion VND. Kam Fung Vietnam International Co., Ltd. (a foreign enterprise) has completed construction and put into operation the infrastructure investment project of Thinh Lam Industrial Park (phase 1) with a total investment of over 200 billion VND. Giao Thuy Construction Joint Stock Company has invested in building Giao Thien Industrial Park with a total investment of over 600 billion VND... Hai Long, Thinh Tan, Lac Xuan Industrial Parks are promoting related work to be able to start construction of the project soon; 6 industrial parks have had investors researching and surveying. With such results of industrial infrastructure development, Giao Thuy has increased opportunities to attract secondary investors to develop local production, industry, and services... Along with that, businesses investing and operating in the area are contributing to solving many jobs for local workers such as: ProSport Giao Thuy, Giao Yen, Hong Thuan Garment Company (over 4,000 workers), Sunshai Binh Hoa Shoe Company Limited (over 500 workers), Nice Power Giao Tien Company worth over 500 billion VND, Thien Son Nam Dinh Garment Company Limited invested in a garment factory in Giao An commune with a total capital of nearly 300 billion VND, Tuan Viet Shoe Company Limited invested in building a factory to produce garments, handbags and shoes for export in Giao Thanh commune with a total capital of over 100 billion VND...
In the coming period, Giao Thuy will continue to improve the effectiveness of implementing measures to promote investment attraction. Focus on allocating resources, accelerating investment in key economic and social infrastructure projects and works such as: main roads, connecting and connecting communes and towns in the district with the coastal road and the new Nam Dinh - Lac Quan - Coastal Road axis; building new Giao Thien bus stations and wharves and ports in Hong Thuan and Giao Thien communes; renovating, upgrading, investing in building new urban areas and concentrated residential areas... Consistently implementing the province's guiding viewpoint in attracting investment is sustainable development, environmental protection, ensuring harmony of interests between the State - enterprises - people; not attracting investment in the garment and footwear industries; focusing on attracting projects that are less labor-intensive, do not cause environmental pollution, and have workers' incomes at a fairly good level or higher; Prioritize attracting investment in high-tech electricity and electronics projects; encourage eco-tourism development projects to maximize the potential and preserve Xuan Thuy National Park, develop and build a tourism center and resort services in Quat Lam urban area (Giao Phong, Quat Lam and Giao Thinh).
