Accordingly, based on the proposal of the Department of Construction on adjusting the detailed planning and urban design at a scale of 1/500 of the Hoa Binh Center area (Da Lat City), the People's Committee of Lam Dong province issued Document No. 8942/UBND - QH to the Department of Construction and the People's Committee of Da Lat City for comments on the planning of the Hoa Binh Center and areas surrounding Xuan Huong Lake.

Notably, the Provincial People's Committee requested to keep the scale and architecture of the existing villa intact (the old Provincial Governor's Palace belongs to group II villa).

This is the mansion that was previously proposed to be relocated to build a hotel and commercial center complex. This proposed relocation has caused many objections from Da Lat residents and experts nationwide.

In addition to maintaining the scale and architecture of the Governor's Palace, the Provincial People's Committee also requested the Department of Construction to consider the arrangement of new construction works with a maximum height of no more than 5 floors from the existing foundation of the villa; construction density must be less than 70% of the land area, including existing villas and new construction works; Requesting the Provincial Architecture and Planning Council to specifically consider the architectural plan before reporting to the Provincial People's Committee for consideration.

In addition, for the project of the Anh Sang Commercial Center area, the Provincial People's Committee also assigned the People's Committee of Da Lat City to provide guidance for Anh Sang Company Limited to review and adjust the planning to ensure compliance with the overall adjustment project of Da Lat City's master plan until 2045. In particular, focusing on creating pedestrian areas and commercial spaces, connecting with green spaces, landscapes and water surfaces.

For Tran Quoc Toan Park: Conduct surveys and evaluate the current status to propose feasible solutions, effectively exploit and harmonize with the surrounding landscape, especially Xuan Huong Lake area.
