Clarifying some ideas to ensure scientific objectivity in the assessment

According to Delegate Trinh Thi Tu Anh, the theme of the congress "Under the glorious flag of the Party, join hands and unite to successfully implement the country's development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of the nation's rise for peace , independence, democracy, prosperity, civilization, happiness, and steady progress toward socialism" has demonstrated its strategic stature, deeply imbued with the spirit of national autonomy and self-reliance, placing the will and intelligence of more than 100 million Vietnamese people - the most precious resource - as the driving force and foundation to realize the goal of prosperous, civilized, happy development, and steady progress toward socialism under the leadership of the Party. This is a declaration of strategic stature, imbued with the breath of the new era and the spirit of national self-reliance and self-reliance.

The General Secretary once affirmed that: Vietnam's most valuable resource is not minerals, not geo-strategic position, but the 106 million Vietnamese people today, who are industrious, creative, patriotic, community-minded, eager to learn and know how to rise up in difficult circumstances. This is the crystallization of leadership thinking, demonstrating the Party's highest political will and determination in the new development period. This is not only a manifesto for a term but also a strategic orientation for the "Era of national rise" towards the goal of strength and prosperity.

The Draft Political Report of the 14th National Congress marks a turning point, a fundamental innovation in the approach and structure of the document. For the first time, the Party's steadfast leadership is demonstrated through the consolidation of three important pillars: the Political Report, the Socio-Economic Report and the Summary Report on Party Building into a unified, concise whole. This integration not only ensures the highest consistency in thought and action, but also demonstrates the spirit of "easy to understand, easy to do" throughout.

More importantly, the document has demonstrated a leap in development thinking, promptly updating a series of strategic decisions recently issued by the Politburo. This not only creates an immediate and strong driving force for rapid and sustainable development, but also serves as a solid political foundation for the entire Party, people, and army to realize the aspiration of a strong Vietnam by 2045 - a vision that transcends the times and is full of history.

Giving specific comments in the assessment of limitations and weaknesses, Delegate Trinh Thi Tu Anh pointed out: Last paragraph of page 11, about culture "The cultural market is slow to develop. The cultural environment is not really healthy; social ethics still show signs of degradation". Social reality shows that the core ethical values of the nation such as patriotism, mutual love, solidarity are still maintained and strongly promoted, especially in difficult situations (epidemics, natural disasters), the most serious ethical degradation today is in a part, in a number of areas, not all.

The delegate proposed to revise it as "social ethics in some aspects have shown signs of deterioration" to ensure scientific objectivity in the assessment, while helping to strengthen people's trust and focus resources to solve important issues, effectively improving social ethics.

In paragraph 2, page 12, on science and technology, "The mechanism, policies, investment resources, financial management in science and technology and the treatment regime for intellectuals are not suitable", Delegate Trinh Thi Tu Anh stated that in the recent past, the management of topics is still heavily administrative, from approval, organization, implementation, evaluation, acceptance to dissemination of research results. Therefore, it is proposed to rewrite it as "The mechanism, policies, investment resources, administrative management, finance in science and technology and the treatment regime for intellectuals are not suitable".

In paragraph 3, page 12, "Health care services still have many limitations, especially primary health care and preventive medicine", the delegate proposed to supplement the management of food safety, which still has serious loopholes; the production and trade of counterfeit and poor quality goods are still complicated and large-scale.

Focus on investing and building energy infrastructure

Commenting on the Action Program, delegate Trinh Thi Tu Anh suggested adding the content of "building and perfecting the institutional system and policies on economic tools in environmental protection, on the basis of applying the principle of polluters paying, including: Taxes, fees, deposits, building and operating carbon markets, compensation for environmental damage and payment for environmental services".

This principle is the core foundation for using economic tools to regulate the behavior of organizations and individuals in a direction that is beneficial to the environment. Regarding the strategic breakthroughs at Point c, delegates completely agreed and highly appreciated the viewpoint on investing and building energy infrastructure to meet the requirements of socio-economic breakthrough development.

In particular, the construction of a number of nuclear power plants with appropriate scale, advanced technology, and safety (especially small modular nuclear power plants - SMRs), along with the development of renewable energy projects, is necessary and correct.

Delegates suggested paying attention to the following points: Implementing the national nuclear power development program: Building the necessary national infrastructure for nuclear power development. Nuclear power projects are not simply energy projects, but a national commitment to ensuring nuclear safety and security. Building a complete nuclear legal and regulatory framework, being licensed and monitored throughout the entire life cycle of the plant, as well as building the capacity to respond to nuclear radiation incidents and participating in the international mechanism for compensation for nuclear damage are necessary conditions and mandatory requirements according to IAEA guidelines.

In particular, it is necessary to strengthen the capacity of nuclear regulatory agencies and technical support organizations. Nuclear regulatory agencies are one of the two important entities participating in the implementation of nuclear power projects together with investors/operating organizations.

Regarding participation and effective implementation of international treaties, Vietnam has signed the basic international treaties on nuclear safety, security and non-proliferation. The current issue is to build capacity and mechanisms to organize the implementation of these international treaties.

In particular, it is necessary to pay attention to building technical capacity to monitor the implementation of the Nuclear Non-Proliferation Treaty, as a tool to support legal struggles when there are disadvantages in international relations. Therefore, it is necessary to participate in international treaties on nuclear compensation early before signing the Intergovernmental Agreement on the construction of nuclear power plants with partners. At the same time, it is necessary to pay attention to issues such as: Training and developing human resources for nuclear power; selecting technology, mastering and localizing technology; participating in the global nuclear power industry supply chain.
