Clarifying local authority in handling violations of central press agencies

On July 31, the survey delegation of the National Assembly's Committee on Culture and Society worked with the People's Committee of Ninh Binh province on the implementation of the 2016 Press Law and gave comments on the draft Press Law (amended). The meeting was chaired by Vice Chairman of the Committee Trieu The Hung.

At the meeting, Deputy Director of the Department of Culture and Information of Ninh Binh province Nguyen Duc Cuong proposed to clearly define the authority of the specialized agency under the provincial People's Committee in inspecting, examining and handling violations of representative offices, resident reporters and reporters of central press agencies operating in the area. At the same time, he proposed to supplement the functions, tasks, responsibilities and coordination mechanisms of local state management agencies in managing press activities with foreign elements.

The locality also proposed that the draft Law on Press (amended) should have specific regulations on news and the authority to license electronic news; at the same time, clearly identify new types of press works such as: Infographic, E-magazine/Longform, Audio/Podcast... to suit the practice of press creation and serve as a basis for calculating royalties and remuneration for authors.

Vice Chairman of the Committee Trieu The Hung said that the draft Law on Press (amended) has been completed by the Ministry of Culture, Sports and Tourism, and is preparing to submit it to the Government for approval, before submitting it to the National Assembly for consideration at the 10th session, scheduled to take place at the end of this year. As the agency in charge of reviewing the draft Law on Press (amended), the Committee on Culture and Society hopes to continue to receive the attention, support and comments of localities, press agencies... to complete the draft Law with the highest quality.
