Quang Ninh is a land rich in potential and advantages for socio-economic development, with a long coastline and border; diverse areas from rural, mountainous, to urban, industrial zones, islands; residential communities with many ethnic groups, types of religions... In order for these advantages to be well promoted, it is always necessary to have a safe and stable environment, with the condition that political security and social order and safety must be consolidated and maintained from the grassroots. Therefore, in recent years, this content has been concretized in activities, movements launched and deployed at all levels, sectors and localities in the whole province, especially in the new development steps of the All People Protect National Security movement. Thereby, it also shows that the content of "Building a society of order, discipline, security, safety and civilization" stated in the Resolution of the 15th Provincial Party Congress, term 2020-2025, has been constantly concretized in real life.
The movement of the entire people to protect national security is a movement of the people, led by the people, aiming to promote the role of the entire people and the entire army; making an important contribution to creating a solid "people's heart position". The goal of the movement is to raise awareness of responsibility of all classes of people, agencies, units, and business communities, and to take specific actions to participate in the fight against all types of crimes and social evils. In recent years, as the standing agency of the Provincial Steering Committee 138 (Steering Committee on crime prevention and control, social evils and building the movement of the entire people to protect national security), Quang Ninh Provincial Police has closely coordinated with member departments, branches, sectors and localities to seriously implement the programs and plans of the Government's Steering Committee 138. The viewpoint is to always be proactive in preventing early and from afar, taking the grassroots as the key areas, and effectively promoting the people's heart position.
With that spirit, the police force from the commune level is always proactive in grasping, analyzing, and forecasting the actual situation to advise the Party committees and authorities at all levels to pay attention to leading and directing the building of the movement of the People protecting national security more and more deeply. In particular, it is necessary to promote propaganda and mobilize the masses to effectively participate in self-defense, self-management, self-protection, and self-reconciliation activities at the workplace and residence. The whole province maintains 65 grassroots security models in residential areas, agencies, units, enterprises, and educational institutions; including prominent names such as: Self-managed inter-family groups on security and order, Self-managed inter-family groups on fire prevention and fighting, Crime prevention cameras, Peaceful parish, Self-managed border markers, Self-managed passenger port groups, Cultural agencies... At the same time, the whole province has nearly 4,200 self-managed security and order, grassroots reconciliation groups... established in villages, hamlets, and neighborhoods; or the model "Safe use of social networks for students" is being deployed at schools, universities and colleges in the province.
In general, the models built from the movement of All people protecting national security are increasingly diverse, rich, practical, effective, highly socialized, creating conditions to promote the role of mastery and the activeness of the people in ensuring security and order in the localities. In particular, not only the quantity but also the quality of self-management models are always focused on. That is because from the specialized and semi-specialized forces building the movement of All people protecting national security, to the grassroots cadres, the masses participating... all clearly define their roles and responsibilities; are interested in training and improving their legal knowledge and professional skills, helping to deploy and organize activities with clear effectiveness; focusing on overcoming the causes and conditions for the emergence of crimes, accidents, social evils, protecting the peaceful life of the people.
Along with that, it is necessary to mention the extremely important role of the Fatherland Front and socio-political organizations at all levels in the province that have closely coordinated with the police force of the whole province to build an increasingly strong movement of the People's Protection of National Security. Especially in the work of propaganda, dissemination, and education on law enforcement among all classes of people; mobilizing people to raise their vigilance, not to listen to, not to follow the sabotage plots of hostile forces. Models of drug prevention, prostitution, and human trafficking have been deployed to each Front Work Committee, mass organizations in residential areas, associated with activities to care for social security, practice democracy at the grassroots, consolidate social consensus and patriotic emulation movements. Thereby, promoting the proactive role of union members, association members, and people in participating in preventing, detecting, and fighting crimes and social evils; educating, reforming criminals in families and communities.
Quang Ninh, along with the whole country, is entering a new era of development with historical goals, which objectively require the highest level of promotion of the spirit, will and strength of the people. Therefore, the movement of the entire people to protect national security also needs to continue to be renewed, to transform the Party's policies and decisions on protecting national security into the determination and actions of each citizen. The strength of national solidarity will continue to make the people's security posture even more solid.
