Provincial People's Committee leaders worked with the health sector on the implementation of tasks in the first 10 months of 2025

On the morning of November 4, 2025, comrade Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee chaired a working session with the Department of Health on the implementation of tasks in 2025. Attending the meeting were leaders of the Provincial People's Council's Culture - Social Committee, leaders of the Provincial People's Committee Office; representatives of the Departments of Home Affairs, Finance, Education and Training, Agriculture and Environment, Science and Technology and Provincial Social Insurance.

Reporting on the tasks in the first 10 months of 2025, comrade Nguyen The Toan, Director of the Department of Health, said: In the first 10 months of 2025, the Department of Health has proactively and actively performed its advisory role to the Provincial Party Committee, People's Council and Provincial People's Committee on the health sector deployed in the area. Proactively developing programs, work plans and focusing on directing the implementation of tasks right from the beginning of the year.

In the first 10 months of the year, the health sector has completed 5/6 key tasks, with 1 remaining task estimated to be completed by the end of 2025; achieved and exceeded 12/13 socio -economic development targets according to the target; successfully completed the tasks of the sector according to Decision No. 38/2025/QD-UBND dated June 30, 2025 of the People's Committee of Lang Son province. Regulations on functions, tasks, powers and organizational structure of the Department of Health of Lang Son province...

In addition to the achievements, the health sector still faces many difficulties and problems such as: Difficulties in paying for health insurance examination and treatment according to Circular No. 03/2023/TT-BYT stipulating the minimum number of employees based on hospital bed and population indicators; Shortage of human resources, especially high-quality human resources and medical qualifications at the grassroots level. Degraded facilities, outdated equipment, lack of uniformity, not meeting the needs of primary health care. The budget for investment in health is still limited, not meeting the needs of upgrading facilities and equipment to develop technical services, improve the quality of medical examination and treatment, and prevent epidemics. The price of medical examination and treatment services has not yet been structured with all the elements according to the pricing roadmap (lack of management costs, depreciation of fixed assets), thus affecting the revenue of units, making it difficult to implement the roadmap for autonomy in regular spending and salary payment for civil servants who are assigned to receive salaries from revenue sources. Up to now, the Ministry of Health has not yet issued the maximum price frame for preventive medical services and prices for opioid addiction treatment services to serve as a basis for localities to issue specific prices for implementation...

During the program, representatives of provincial hospitals and regional medical centers also proposed and recommended the Provincial People's Committee to direct the removal of obstacles in health insurance settlement, human resource recruitment, adjusting financial autonomy policies to suit reality, and developing and perfecting the price list for medical examination and treatment according to new regulations... At the same time, representatives of Departments and Branches also informed, answered and clarified the opinions of medical units.

In his concluding remarks, Mr. Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the efforts of the health sector in caring for and protecting people's health in recent times and requested the Department of Health to urgently advise the Provincial Party Standing Committee and the Provincial People's Committee on the program and plan to implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. The Department of Health needs to promote and diversify the training of human resources for the health sector, actively coordinate with central hospitals in training and technology transfer to build a team of Lang Son medical staff "good at medical theory, good at medical skills, and rich in medical ethics". Medical units continue to innovate their attitudes and service styles towards patient satisfaction combined with building a Green - Clean - Beautiful hospital model to create trust and attract patients to come for examination and treatment.

The health sector needs to proactively coordinate with relevant departments and branches to review and propose timely and adequate repairs and additions to facilities and equipment. Bidding for drugs and medical supplies needs to be carried out in accordance with regulations, openly and transparently; Socialization and digital transformation need to continue to be promoted so that people can use and access modern medical services right in the province's health system. At the same time, it is necessary to strengthen prevention and health education communication so that people are more aware of disease prevention and control.
