Lao Cai established a Steering Committee for site clearance for the Lao Cai-Hanoi-Hai Phong railway project.

NDO - The Standing Committee of Lao Cai Provincial Party Committee has just decided to establish a Steering Committee for site clearance for the Lao Cai-Hanoi-Hai Phong railway construction project through Lao Cai province, headed by Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

The Steering Committee consists of 9 members who are officials of the Provincial Party Standing Committee; Vice Chairman of Lao Cai Provincial People's Committee; Directors of relevant departments, branches and sectors; Deputy Director of the Railway Project Management Board ( Ministry of Construction ); Secretary of Lao Cai City Party Committee; Secretaries of District Party Committees: Bao Thang, Bao Yen, Van Ban, Bat Xat; Heads of provincial socio-political organizations, Editor-in-Chief of Lao Cai Newspaper.

Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, is Head of the Steering Committee.

The working group consists of 15 people, led by Mr. Nguyen Trong Hai, Vice Chairman of Lao Cai Provincial People's Committee, Deputy Head of the Steering Committee and Head of the Working Group.

The duties and powers of the Head of the Steering Committee include: Being responsible to the Standing Committee of the Provincial Party Committee for the leadership and direction of site clearance for the Lao Cai- Hanoi -Hai Phong railway construction investment project (section passing through Lao Cai province) according to the policies and orientations of the Central and Provincial Party Committees.

Lead and direct the general activities of the Steering Committee; convene, chair and conclude regular and ad hoc meetings of the Steering Committee.

Decide on issues within the scope, functions, tasks and powers of the Steering Committee; assign specific tasks to members.

In case of necessity, the Head of the Department shall authorize the Deputy Head of the Department to handle work within his/her authority.

Direct local authorities, sectors and agencies to closely coordinate with the Ministry of Construction and the Railway Project Management Board to receive documents; immediately organize the implementation of compensation, support and resettlement work of the project in parallel with the process of the Ministry of Construction preparing the Project Feasibility Study Report, to be completed in August 2025 to hand over the site to serve the project construction.

The duties and powers of the Deputy Heads of the Steering Committee are to preside over the implementation of tasks assigned and authorized by the Head of the Committee.

Lead, direct, and organize the implementation of assigned tasks to ensure progress and efficiency; be responsible to the Head of the Department for the implementation results; assist the Head of the Department in inspecting, evaluating, and urging the implementation of tasks of agencies, units, and localities within the scope and field of monitoring and responsibility.

The Lao Cai-Hanoi-Hai Phong railway has a total capital of 203,231 billion VND, equivalent to 8.37 billion USD.

The project starts at the border rail connection point (Lao Cai province), ends at Lach Huyen station (Hai Phong), nearly 391km long; branch line length is 27.9km, passing through 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.

The railway line is newly invested with a single track, 1.435m gauge, for general passenger and cargo transport; designed speed of 160km/h for the main line from the new Lao Cai station to Nam Hai Phong station; designed speed of 120km/h for the section through the Hanoi city hub area; speed of 80km/h for the remaining sections; striving to complete the project no later than 2030.
