After inspecting the actual implementation of the Dong Dang (Lang Son) - Tra Linh ( Cao Bang province) expressway project, the section passing through Lang Son province, Deputy Prime Minister Bui Thanh Son and the working delegation listened to the implementation status, results of removing difficulties and obstacles at 4 expressway projects including Tuyen Quang - Ha Giang project, the section passing through Ha Giang province and the section passing through Tuyen Quang province; Dong Dang - Tra Linh expressway and Huu Nghi - Chi Lang border gate expressway.
The Deputy Prime Minister affirmed that the above 4 expressway projects are of great significance in contributing to the completion of the target of 3,000km of expressway in 2025 in accordance with the direction of the Prime Minister at the 16th meeting of the State Steering Committee for important national projects and works, key to the transport sector.
Reporting to the working delegation, Deputy Minister of Construction Nguyen Viet Hung said that the four projects have a total length of 257.5km, accounting for about 26% of the total number of projects to be completed.
As of May 29, regarding site clearance and relocation of technical infrastructure:
Tuyen Quang province has basically completed 69.7/69.7km of the main line (not including the additional 8.1km due to project adjustments). The province is currently continuing to relocate 110kV and 0.4kV power lines and communication lines.
Ha Giang province has completed site clearance and relocation of technical infrastructure.
Cao Bang province has basically completed, some local locations arise due to design adjustments during implementation, however, it does not affect construction work.

In Lang Son province, the Dong Dang-Tra Linh project has basically completed the handover of the site, but 10 households have not yet been relocated (for the additional site due to design adjustments, the locality has not yet approved the compensation plan because the adjustment of the land use plan to 2030 in Van Lang district has not been approved).
The Huu Nghi-Chi Lang project has about 1.99/59.87km of cleared land yet to be handed over; there are still some "sticky rice" locations, with houses stuck, making construction impossible. The project enterprise has just handed over the adjusted land clearance boundary to the locality for about 20/38.14ha to carry out additional land clearance work.
Regarding the construction situation, investors and contractors have increased the mobilization of machinery, equipment and human resources, however, construction progress and output are still slow, specifically:
Tuyen Quang-Ha Giang project, the section through Tuyen Quang reached 38.37%, 16.6% behind plan; the section through Ha Giang reached 60%, 12% behind plan.
The Dong Dang-Tra Linh project has reached 28.12%, exceeding the plan by 0.26%. However, the progress is being assessed based on the plan to complete the route in 2025 on the K95 layer, the Ministry of Construction has proposed to re-establish the progress according to the goal of completing the route on the asphalt concrete layer.
The Huu Nghi-Chi Lang project reached 20.33%, 2.6% behind the second adjusted plan (28% behind the plan approved by the province).

Regarding capital, all four provinces: Tuyen Quang, Ha Giang, Cao Bang, and Lang Son reported difficulties in balancing capital sources.
The Tuyen Quang-Ha Giang project, the section through Tuyen Quang province, lacks VND1,800/2,300 billion in local budget capital compared to the commitment. The province proposed to allocate an additional VND1,800 billion from local budget capital, and at the same time, allocate an additional VND2,000 billion from the source of increased central budget revenue in 2023.
For this project, the section through Ha Giang province is facing difficulties in balancing the local budget to have enough capital for implementation. The province has proposed additional support of 1,380 billion VND from the local budget to complete phase 1 and an additional 1,500 billion VND to implement the expansion phase, completing 4 lanes (currently adjusting the policy).
Dong Dang-Tra Linh project requests additional funding of about 3,420 billion VND from the central budget.
The Huu Nghi-Chi Lang project requests an additional 2,700 billion VND from the central budget.
At the meeting with the Government's working delegation, the provinces of Tuyen Quang, Ha Giang, Cao Bang, and Lang Son proposed that the Government consider increasing the central budget for 4 expressway projects for additional items, helping localities ensure funding for project implementation. Acknowledging the efforts of localities and the sense of responsibility for continuous construction in "3 shifts, 4 shifts" of construction units, however, the Deputy Prime Minister also pointed out many obstacles that have not met the required progress in site clearance, arrangement of dumping sites, and material mines for construction of the 4 projects.
To ensure progress, the Deputy Prime Minister requested that the provinces of Lang Son, Cao Bang, Tuyen Quang, and Ha Giang urgently and resolutely resolve existing problems regarding site clearance, relocation of technical infrastructure, material mines, and dumping sites before June 15; complete the Tuyen Quang-Ha Giang project and open the Dong Dang-Tra Linh and Huu Nghi-Chi Lang projects by December 19, 2025.
He requested the provinces of Lang Son, Cao Bang, Tuyen Quang, and Ha Giang to direct investors, project management boards, consultants, and contractors to continue reviewing and updating the construction progress based on the actual construction situation, clearly identifying that the "critical" road must have solutions to compensate for the delayed volume, reserve time in case of unfavorable weather conditions, and complete the roadbed work before the rainy season.
The Deputy Prime Minister also requested the People's Committees of the provinces to direct the Project Management Boards and investors to regularly inspect and urge the supervision consultants and contractors in the work of managing the quality of the works, "not to ignore the quality for the sake of progress".
