The joint venture of Construction Corporation No. 1 (CC1) and Bien Hoa - Vung Tau Expressway Development Joint Stock Company (BVEC) has just sent a document to the Prime Minister, the Ministry of Construction and the People's Committee of Dong Nai province proposing an investment policy for the project to renovate and upgrade National Highway 51 (phase 2).
According to the CC1 - BVEC joint venture, National Highway 51 is currently seriously degraded, with uneven road surfaces, many potholes and ruts; many sections of median strips and manhole covers are damaged, and painted lines are blurred, posing a potential risk of traffic accidents.

Faced with this situation, the consortium believes that it is necessary to urgently research investment plans to renovate and upgrade the route, in order to improve traffic capacity and ensure traffic safety.
Therefore, the CC1 - BVEC Joint Venture proposed that the Prime Minister and the Ministry of Construction approve the policy to allow the joint venture to propose the Project to renovate and upgrade National Highway 51 under the form of public-private partnership (PPP), BOT contract.
The investor also expressed his hope that the implementation of phase 2 will combine the handling of existing problems and obstacles of the two BOT projects National Highway 51 and Dong Nai Bridge, which are in the phase of temporarily suspending toll collection to resolve capital repayment for investors.
Previously, BVEC was the investor of the National Highway 51 Upgrade and Renovation Project, while CC1 was the investor of the new Dong Nai Bridge Project and the road at both ends of the bridge. Currently, both of these projects are still temporarily suspending toll collection to handle issues related to the official toll collection time.
Faced with the deterioration of National Highway 51, the People's Committee of Dong Nai province recently sent a document requesting the Ministry of Finance to allocate more than VND 842 billion to the locality to repair this vital road.
According to the People's Committee of Dong Nai province, the province's budget is currently focused on many key regional traffic projects such as: site clearance for Bien Hoa - Vung Tau expressway; Ho Chi Minh City Ring Road 3 project and capital preparation for Ho Chi Minh City Ring Road 4 project.
In addition, Dong Nai province is also focusing on coordinating with neighboring localities to implement many important traffic infrastructure projects such as Cat Lai bridge, Dong Nai 2 bridge, Ma Da bridge... and investing in provincial roads 769, 773, 770 B to strengthen connectivity with Long Thanh International Airport.
Therefore, the province's budget is currently facing many difficulties and needs support from the Central Government to maintain national highways to ensure traffic safety.
Currently, the 37 km long National Highway 51 section passing through the province has been transferred by the Ministry of Construction to Dong Nai province for management since May 2025.
