That was one of the notable instructions of the head of the Government at the recent Dialogue with enterprises and business associations to effectively implement Resolution 68 of the Politburo on private economic development.
Specifically, among the 7 groups of key tasks and solutions that the Government, ministries, sectors and localities need to focus on implementing to create favorable conditions, remove difficulties, and promote the strong and sustainable development of the private economic sector, the Prime Minister requested that state agencies regularly meet and discuss with businesses to find solutions to overcome difficulties. In particular, all requests and recommendations from businesses must be resolved within 2 weeks, whether successful or not, must be answered clearly and transparently, and must not be "hidden".

This statement is considered by many as a “revolutionary” order to rectify the attitude of public service. It may put an end to irresponsible silence and open up expectations for a dynamic, timely, and responsible administration. In fact, regular contact with enterprises is not new. Some sectors and localities have maintained regular meetings and dialogues with enterprises through programs such as “Business Coffee”, “Startup Coffee”... However, many business leaders believe that from meeting, dialogue to resolving difficulties and recommendations of enterprises is a long story. And people often think that the fault is due to “institutional bottlenecks”.
There are many "institutional bottlenecks". They can originate from regulations on conditions, norms, standards, to complicated, complicated, overlapping, and incompatible administrative procedures... However, the biggest "bottleneck" is not a lack of or weak policies, but policies that are not implemented promptly. Petitions are sent and then fall into "silence", not knowing who will handle them, when they will be handled, and what the results will be; or there are responses but they are not clear, do not go straight to the point, only cite the law and require units, localities, and enterprises to "apply themselves". That is the biggest "bottleneck" that negatively impacts the business environment, eroding the patience and trust of many entrepreneurs and enterprises. Because everyone knows that each proposal and recommendation of an enterprise, if not responded to promptly and satisfactorily, is not only a waste of time waiting but also comes with consequences that cause enterprises to lose business opportunities.
Therefore, "business proposals must be resolved within 2 weeks, whether successful or not, they must be answered clearly and transparently, and must not be "hidden" as directed by Prime Minister Pham Minh Chinh, which will "hit directly" the implementation capacity and the will to reform substantially at all levels and sectors and is an action to correct the public service attitude of officials and civil servants. And this can be considered a "bitter medicine" for the "incurable disease" of stagnation and ineffectiveness of the current public administration.
Thus, administrative reform and improving the ability to perform public duties are not only tasks but also missions of the entire state apparatus. Hopefully, the determination of the head of the Government will spread strongly from the Central level and especially at the local level - where businesses have to interact every day. From there, all levels and sectors will be ready to accompany businesses to overcome difficulties, truly taking businesses as the center and driving force for development.
