This policy has very practical value, especially for people in areas with difficult conditions such as rural areas, mountainous areas, and ethnic minority areas...

However, to implement this great policy requires the consensus and determination of all levels, sectors and localities to ensure an increase in the state budget because certainly to exempt hospital fees and tuition fees will require a lot of resources. According to many National Assembly delegates, we need to carefully assess the impact to implement it substantially. We cannot just implement it quickly and forget the methods, funding, and thoughts of teachers, parents, students, schools, hospitals, doctors, etc.

Implementing this policy is not simply about consolidating or preparing the budget, but also requires a synchronous combination of many different solutions. For example, with the exemption of hospital fees, first of all, there needs to be a strategy to consolidate the primary health care system, avoiding overloading at upper-level hospitals. On the other hand, increasing the coverage of the health insurance system is a necessary condition to move towards exemption of hospital fees for the people.

Therefore, it is necessary to continue to have effective solutions and strengthen policy communication to increase the rate of people participating in health insurance. This is an important foundation to gradually move towards a policy of free hospital fees for all people, reduce the financial burden in health care and improve the quality of health services.

Besides, solutions from macro to micro for socio-economic development are very important.

Speaking with SGGP reporters, Prof. Dr. Hoang Van Cuong, a National Assembly delegate from Hanoi, said that we must ensure economic development to have many sources of revenue and save on expenses to save money for social security. Therefore, to effectively implement these major social security policies, we should have a specific roadmap and prepare resources carefully.

When resources are low, people's basic needs may be lower, when resources are higher, those needs will be raised. At the same time, when people have higher needs for services, we still meet their needs.

For example, people who go to the hospital do not want free medical examination and treatment but want to use high-end services, hospitals still have mechanisms to respond. Society still has many development needs, many goals, including the goal of comprehensive care for the people, so it will be necessary to calculate what to prioritize for development investment, where to have resources, increase revenue, save on expenses to achieve the goals, thereby balancing for implementation.

We must have an overall scenario, a specific roadmap, clearly defining what to prioritize first and what to prioritize later, even having periods where we have to "tighten our belts" to break through priorities, and after having resources, we will return to implement other goals...
