A series of universities violating enrollment and training regulations were named by the Inspectorate of the Ministry of Education and Training.

Inspectors of the Ministry of Education and Training conducted inspections on enrollment, teaching staff, and training programs at a number of universities and discovered many violations.

At Vo Truong Toan University , the university-level training programs for Medicine and Pharmacy have arranged the law subject in the basic knowledge block of the major, which is not properly structured. The university-level programs for E-commerce, International Business, and State Management do not have enough permanent lecturers to train according to regulations.

On August 10, 2024 (before the inspection), the school stopped enrolling for the above 3 majors. On August 15, 2024, the school announced the training plan when enrolling for these 3 majors was terminated. There were 10 students from courses 15 and 16 affected, the school allowed 3 students to drop out of school, and 7 students to transfer to other majors.

Ho Chi Minh City University of Architecture also violated regulations when the quota for part-time university education in 2022 and 2023 for the Construction Engineering major was determined to be 70, while the quota based on training capacity was only 28.5.

The school's enrollment plan for 2022 and 2023 also lacks information on risk handling plans when implementing enrollment work and commitment to the training institution's responsibilities.

In addition, the regulations on priority policies "according to regulations of the Ministry of Education and Training" in the school's 2023 enrollment plan are unclear and not specified.

The school has developed a project to organize aptitude tests in 2022 and 2023 but has not yet announced it on the website and has not yet sent it to the Ministry of Construction and the Ministry of Education and Training for reporting at least 30 days before candidates start registering for the test.

The principal of Ho Chi Minh City University of Architecture used the results of the English test organized by the school to recruit 17 students (in 2022) and 13 students (in 2023), which is not in accordance with the regulation that "admission candidates must have at least level 4 according to the 6-level foreign language proficiency framework for Vietnam or equivalent".

In addition, the school's 2022 master's degree enrollment announcement has not clearly stated the enrollment quota according to the training program and training form according to regulations and has not specified information on tuition fees, enrollment service fees and other service fees for each academic year and the entire course...

At Ho Chi Minh City University of Theatre and Cinema , the university's 2023 university admission regulations have not closely followed the main contents of the Ministry of Education and Training's University Admission Regulations, and are slow to be revised and updated.

The school has not clearly defined the responsibilities and powers of lecturers, professional units and students during the process of studying, practicing, interning, writing theses...; has not specifically regulated the process and procedures for considering and recognizing graduation, the time and number of graduation consideration times in a year.

The school's 2022 enrollment plan also lacks information on scholarship policies, tuition exemptions, financial support, risk management plans when implementing enrollment work, and commitment to the training institution's responsibilities.

Hai Phong University of Medicine and Pharmacy was also found to have committed many violations. For example, in 2023, the school recruited more than its quota in many majors such as: regular university-level transfer in Pharmacy, part-time transfer in Nursing, regular university-level transfer in the health sector...

In training, the content of the Law subject of the training program for Bachelor of Nursing, Doctor of Preventive Medicine, Pharmacist, Medical Laboratory, and Doctor of Dentistry is integrated into the general education curriculum by the school, which is not in accordance with regulations.
