Regarding the Nhon Hoi Industrial Park Project (Area B), Nhon Hoi Economic Zone, Mr. Nguyen Tu Cong Hoang, Vice Chairman of Binh Dinh Provincial People's Committee assigned the Economic Zone Management Board to synthesize and report specifically, fully and in detail the process from the time of approval for investors to implement the Nhon Hoi Industrial Park Project (Area B) up to now.
Along with that is the implementation of procedures on land, financial obligations, infrastructure investment, titanium recovery... of investors and other related issues from the establishment to the present to report, propose specific and fully synthesize records and documents related to the project to send to the Department of Natural Resources and Environment for consideration, consultation and proposal to the Provincial People's Committee.
Binh Dinh Provincial Tax Department is also assigned to synthesize all documents, notifications, and financial obligations of the investor of Nhon Hoi Industrial Park (Area B) to report, propose, and handle the implementation of tax and financial obligations and related issues according to regulations to send to the Department of Natural Resources and Environment.
According to information from the Quy Nhon City Tax Department, as of October 10, 2024, HONG YEUNG Vietnam Co., Ltd. (investor of Nhon Hoi Industrial Park Area B) has tax arrears related to land use fees, land rent and land-related debts over 90 days of more than 86 billion VND.
Based on the reports, proposals, and documents provided by these two units, the Department of Natural Resources and Environment is assigned to preside over the review and study of specific and strict documents, propose clear and correct handling, in accordance with the 2024 Land Law and other relevant regulations.
The Vice Chairman of Binh Dinh province also requested that, after reviewing and agreeing on the solution and handling plan; the Department of Natural Resources and Environment shall report specifically and ask for opinions from the Ministry of Natural Resources and Environment (the document requesting opinions from the Ministry of Natural Resources and Environment will be completed in November 2024) to consider and agree on the solution and handling before reporting and proposing to the Provincial People's Committee.
It is known that this is a series of legal review and preparation moves before Binh Dinh issues a decision to reclaim land for the above project.
Previously, in early June 2024, the Binh Dinh Provincial Economic Zone Management Board (referred to as the Management Board) said that the unit had issued a notice on a number of issues related to land recovery due to land violations for the Nhon Hoi Industrial Park Infrastructure Construction and Business Investment Project (Area B) (referred to as Nhon Hoi Industrial Park Project - Area B) invested by Hong Yeung Vietnam Company Limited.
The Management Board also notified the General Director of Hong Yeung Vietnam Company Limited to implement a number of contents including maintaining the status quo, not investing, calling for investment; not investing in infrastructure, changing the status quo of Nhon Hoi Industrial Park Project - Area B in Nhon Hoi Economic Zone...
In addition, the Management Board requests Hong Yeung Vietnam Company Limited to compile and report on the volume and value of investment implemented in the Nhon Hoi Industrial Park Project - Area B.
Along with that, the Company prepares all relevant records, documents, and certificates (design survey records, completion records, quality management records, settlement records, audit records, etc.) and sends them to the Management Board to conduct an audit of the investment costs for building infrastructure in Nhon Hoi Industrial Park (Area B) according to regulations.
Nhon Hoi Industrial Park - Area B project invested by Hong Yeung Vietnam Co., Ltd. has a total area of over 451 hectares, a total investment of VND 850 billion, and has been implemented since 2007. On August 23, 2023, the Management Board notified Hong Yeung Vietnam Co., Ltd. about the recovery of a land area of 4,057,500 m2 at the above project.
According to the Binh Dinh Provincial Planning for the period 2021-2030, with a vision to 2050, Nhon Hoi Industrial Park - Area B is planned to convert the entire industrial park area (451.86 hectares) into urban service land.
