Deputy Prime Minister Nguyen Hoa Binh has just signed a directive from the Prime Minister requesting relevant ministries and units to urgently implement the tasks assigned in Resolution 233/2024 on removing obstacles and difficulties for renewable energy projects.
The official dispatch stated that many tasks remain unfinished, and difficulties for the economy have not been resolved, as reported by the Ministry of Industry and Trade . In particular, some localities, ministries, and agencies have not fully fulfilled their responsibilities in resolving difficulties for projects.
Regarding the obstacles and difficulties in enjoying the fixed electricity price (FIT - Feed-in Tariff) for wind and solar power projects, the Prime Minister instructed the Minister of Industry and Trade and the General Director of Vietnam Electricity Group (EVN) to direct a review, propose solutions, and clearly recommend solutions as stated in the Ministry of Industry and Trade's document dated July 15th. Based on this, they should gather opinions from relevant ministries and agencies, synthesize and incorporate the feedback, and report to the Government before July 25th.
The General Director of EVN is tasked with directing the implementation and completion of resolving obstacles related to the unified electricity purchase and sale price for large-capacity rooftop solar power systems built on agricultural and forestry land under the farm-based investment model. A report on the completion results must be submitted before July 25th.

Local authorities were also assigned specific tasks. The Chairman of the People's Committee of Lam Dong province was tasked with directing the resolution of obstacles related to wind and solar power projects that overlap with the planning for exploration, exploitation, processing, and utilization of titanium ore/national titanium mineral reserve areas (which previously involved Binh Thuan province).
Simultaneously, address the issues of projects overlapping with the planning for exploration, storage, exploitation, processing, and utilization of bauxite ore (related to the former Dak Nong province).
The Chairman of the People's Committee of Dak Lak province is requested to direct the implementation and completion of resolving obstacles and difficulties of projects (Long Thanh 1 solar power project) that overlap with the irrigation area planning of the Ia Mor reservoir.
The Chairpersons of the People's Committees of the provinces and cities of Dong Nai, Lam Dong, Khanh Hoa, Ho Chi Minh City, and Dak Lak (based on administrative boundaries after merger) are responsible for directing the resolution of obstacles related to land procedures for wind and solar power projects mentioned in Conclusion 1027/KL-TTCP.
Specifically, it is necessary to definitively resolve issues such as increasing land use area, land lease procedures, land use conversion, etc., for the 40 projects that have been named.
The Chairpersons of the People's Committees of the provinces and cities of Dong Nai, Vinh Long, Dong Thap, Can Tho City, Phu Tho, Ho Chi Minh City, Khanh Hoa, Lam Dong, and Dak Lak need to direct the determination of land area for agricultural and forestry farms to install large-capacity rooftop solar power systems. The results must be compiled and reported before July 25th.
The Ministry of Agriculture and Environment is tasked with leading and coordinating with the Ministry of Industry and Trade and local authorities to review and promptly resolve outstanding issues and obstacles related to overlapping mineral reserve planning/areas, irrigation planning, conversion of forest land and agricultural land use, etc., and report to the Prime Minister on issues beyond its authority.
The Prime Minister requested that relevant ministries, localities, and units promptly resolve all specific related tasks and obstacles for the project. The relevant agency, level, sector, or locality must resolve these issues; and be accountable to the Government and the Prime Minister for the completeness, accuracy of information, content, data, and reporting progress.
