According to the National Center for Meteorological and Hydrological Forecasting, the circulation of Typhoon No. 12, combined with cold air and easterly wind disturbances, could cause exceptionally heavy rainfall in Da Nang City, with total rainfall ranging from 350 to 600mm, and in some areas exceeding 800mm, posing a potential risk of flooding, landslides, and strong gusts of wind.
In response to this situation, the Da Nang City Military Command ordered all forces to be on 100% standby from 5 PM on October 22nd to 5 PM on October 30th; strictly maintaining the command, duty, and emergency response duty regimes 24/7; and preparing all necessary equipment and materials, ready to mobilize to rescue the people in case of emergency.

Colonel Tran Huu Ich, Commander of the Da Nang City Military Command, said: “The unit has deployed the Permanent Militia Squadron in coordination with the 3rd Naval Region to organize the safe anchoring of boats; the 699th Armored Battalion is ready to mobilize when ordered; the Border Guard force is calling on boats to quickly seek shelter and strictly comply with the sea ban as prescribed to ensure the safety of fishermen's lives.”
At Regiment 971 (Da Nang City Military Command), during a flood alert inspection, the entire unit quickly deployed response equipment and materials: motorboats, life jackets, lifebuoys, chainsaws, poles, etc., were checked and fully replenished. Soldier Le Van Hoang, Company 1, Battalion 1, shared: "Our unit is stationed in an area that frequently experiences localized flooding during prolonged heavy rains, so we are always ready to mobilize for rescue and evacuation of people in emergency situations."

The 270th Engineering Brigade, the core force in the search and rescue operations of the Military Region, has also proactively strengthened its barracks and warehouses, reviewed response plans, and supplemented materials and equipment for disaster prevention and search and rescue. Colonel Nguyen Hoai Son, Brigade Commander, said: “Currently, the unit has deployed teams and crews on duty 24/7 in critical areas, maintaining canoes, motorboats, rescue vehicles, and first aid equipment, ready to mobilize when ordered.”
Directly inspecting and directing the response to Typhoon No. 12, Colonel Phan Dai Nghia, Deputy Commander and Chief of Staff of Military Region 5, emphasized: “An important factor in improving the effectiveness of the response is the unified direction and management from the Military Region to the grassroots level. The Military Region has established a hotline between the Military Region Command Headquarters and the Military Commands of provinces and cities; at the same time, it maintains a forward command post for disaster prevention and search and rescue at Division 315 and the Command of Defense Area 6 - Tuy Hoa, Military Command of Dak Lak province to ensure smooth information flow, close coordination, and timely handling of all situations.”

In Quang Ngai , a locality at the epicenter of the storm, the Provincial Military Command proactively developed a response plan, establishing more than 100 rapid response teams along with many specialized vehicles such as canoes, armored vehicles, life rafts, etc.; closely coordinating with local Party committees and authorities to call boats to safe shelters, reinforce structures, and control people's movement in areas at risk of landslides. Lieutenant Colonel Tran The Phan, Commander of the Provincial Military Command, affirmed: "The motto '3 ready' and '4 on-the-spot' has always been thoroughly understood, but the most important thing is to organize concrete and effective implementation: having forces, plans, means, and logistics right on-the-spot, in each village, hamlet, and unit."
Along with specialized forces, the militia and self-defense forces, and the mobilized reserve forces in Military Region 5 have been mobilized and are ready to coordinate with the government, police, and border guards to help people reinforce their houses, evacuate from dangerous areas, prepare logistics and essential supplies, and ensure their livelihoods during the stormy days.
