The information is stated in Circular 81/2024 on national technical regulations on vehicle license plates issued by the Ministry of Public Security , effective from January 1, 2025. This regulation stipulates the structure, specifications, technical requirements, testing, sample storage, preservation, and production of vehicle license plates.

According to the circular, the license plate is made of aluminum alloy, with film, ink or reflective paint. The plate has a clear security symbol embossed with embossed letters, numbers and symbols about 1.7 mm high.

License plates must be of the correct size, quality, and the letters and numbers must be sharp and free of smudges for easy identification. All letters and numbers must be arranged symmetrically on the license plate.

With car license plates, users are given two plates, all four corners rounded. One short plate measuring 330 x 165 mm and one long plate measuring 520 x 110 mm.

Compared to the present, the shape and size of the short and long signs remain unchanged.

On long license plates, the police security symbol is stamped above the horizontal line, the upper edge of the police symbol is aligned with the upper edge of the row of letters and numbers. On short license plates, the police symbol is stamped in the middle of the upper and lower rows of letters and numbers, 5 mm from the left edge.

For motorbikes, users are given a license plate of the current size, which is 190 x 140 mm, with four rounded corners. The police security symbol is stamped in the position above the horizontal line on the top row of the license plate, 5 mm from the top edge of the license plate.

According to the new circular, the sign has three background colors: white, yellow and blue. The reflective coefficient of the reflective film must also meet the requirements. The daytime color and nighttime color of the reflective film must comply with the regulations. After the impact test, the reflective material must not show cracks or peeling off the background outside 5 mm from the center of the impact area.

There are also other technical requirements such as heat resistance, bending resistance, water, cleaning, salt mist resistance, corrosion and durability requirements applied according to ISO 7591:1982.

License plates must be produced at core security industrial facilities.

The Circular devotes a section to regulating the management of vehicle license plates, stating that license plates must be produced at core security industrial facilities. The production and supply of license plates must comply with the requirements of the vehicle registration authority.

License plate manufacturing facilities shall establish a database on license plate manufacturing and enter information related to the license plate manufacturing process to serve production and supply management. Every 3 months, the manufacturing facility shall report the results of license plate manufacturing and supply and the management of production data to the Traffic Police Department, Ministry of Public Security.

Every 3 months, the manufacturing facility must randomly sample 3 license plate blanks and store the samples at the facility for inspection upon request of the management unit. The license plate blank storage period is 5 years from the date of sampling. The original license plate sample is stored and preserved long-term at the manufacturing facility for license plate appraisal.

Production facilities are inspected and evaluated for the production and supply of license plates every two years. The Traffic Police Department, Ministry of Public Security presides over and coordinates with the Security Industry Department, Ministry of Public Security to periodically inspect and evaluate license plate production facilities according to regulations.

Circular 81/2024 was issued based on the proposal of the Director of the Traffic Police Department, based on the Law on Road Traffic Order and Safety, effective from January 1, 2025 and replacing Decision 6368 dated September 18, 2023 of the Ministry of Public Security.
