State Bank agrees to remove difficulties in registering transport vehicles that have not changed registration

The State Bank of Vietnam has just responded to the proposal of the Ministry of Construction on removing obstacles in the registration of commercial transport vehicles according to the recommendation of the Vietnam Automobile Transport Association.

Accordingly, the State Bank of Vietnam agrees with the proposal of the Ministry of Construction on the expected report to the Government to issue a resolution allowing the temporary suspension of application of Point d, Clause 1, Article 12 of Decree 166/2024/ND-CP on business conditions for motor vehicle inspection services; organization and operation of inspection facilities; and the life span of motor vehicles.

Specifically, during the period of non-application, transport business vehicles that have changed their license plates from white to yellow but have not changed their vehicle registration certificates from "T" to "V" (transport business vehicle registration) will still be allowed to be inspected.

This proposal aims to facilitate transport businesses to have enough time and conditions to complete vehicle registration change procedures according to the provisions of the Law on Road Traffic Order and Safety.

Previously, the Ministry of Construction proposed postponing the application of regulations on synchronization between license plates and vehicle registration papers until June 30, 2026 to facilitate businesses' implementation.

The Ministry of Construction requested the Vietnam Automobile Transport Association to accurately count the number of transport vehicles that have changed their license plates but have not changed their registration information, leading to rejection when going for vehicle inspection; classify and propose specific solutions for each type of case.

According to the Vietnam Automobile Transport Association, there are currently nearly 1 million commercial transport vehicles nationwide that have switched to using yellow license plates as prescribed, but most of them have not changed their vehicle registration certificates to match the new license plate color.

The main reason is that the vehicle is in a mortgaged state at the bank, the vehicle registration certificate is the collateral. Borrowing or withdrawing the old vehicle registration certificate to go through the procedure of changing to a new one is difficult, some banks support it, some banks do not support it, or it depends on the customer.
